Join a growing and evolving organization at the forefront of the energy transition, where regulatory strategy plays a critical role in enabling investment, innovation, and customer value.The Regulatory Consultant has a pivotal role in supporting state regulatory activities, with a primary focus on Indiana Utility Regulatory Commission (IURC) and Michigan Public Service Commission proceedings, including rate cases and CPCN (Certificate of Public Convenience and Necessity) filings for new generation resources.
This role is responsible for developing and executing regulatory filings, testimony, and cost recovery strategies, while ensuring compliance with applicable regulations and supporting the company’s ability to achieve timely and appropriate cost recovery for major infrastructure and generation investments.
The position serves as a key contributor in translating complex financial, operational, and policy information into defensible regulatory positions, while also supporting case management and coordination across filings.
Job Description
What You'll Do:
- Developing and support direct and rebuttal testimony, responding to discovery requests, responding to Commission audits, witness preparation, etc.
- Facilitate organizational unit activities related to specific, unique and/or highly specialized areas of regulatory practice; promotes professionalism and standards, influences the direction of thinking through the organizational unit as a recognized authority; and operates with minimal supervision in a complex environment.
- Prepare and present of complex regulatory subjects and strategies in a clear, concise and effective manner to management and/or regulatory bodies; demonstrates a developed knowledge of the network channels within the company, other companies, professional organizations, and regulatory agencies.
- Makes complex decisions based on calculated risk and be held accountable for these complex decisions; has a very strong knowledge of the impact of the decisions made on other organizational units internal and external of the company; possesses expert knowledge to defend decisions that are made in the interest of the company; and demonstrates the ability to extrapolate beyond known facts to reach logical conclusions.
- May be asked to testify on behalf of the company but is not a primary requirement of the role.
- Participate and/or lead in the use and development of moderately complex analytical tools to support regulatory planning and regulatory filings.
- Proficiently utilize analytical tools and data management skills to provide actionable recommendations for regulatory planning and regulatory filings.
- Consult with others to understand, identify, prioritize and develop actionable recommendations.
- Develop and present analysis and solutions that support strategic initiatives.
- Consult and collaborate with IT and others to optimize the use of tools and analysis.
- Other duties as assigned, including but not limited to, development of testimony, responding to discovery requests, responding to audits, participate in witness preparation, etc.
- Expert level knowledge of regulatory matters for the applicable regulatory function performed.
- Support end-to-end case management activities across regulatory proceedings, including:
- tracking filing milestones, deadlines, and deliverables
- Coordinating cross-functional inputs and ensuring alignment
- Managing discovery workflows and internal review processes
- Facilitate communication across internal teams and external stakeholders to ensure consistent, high-quality filings
- Collaborate with Finance, Generation, Operations, Legal, and Engineering teams to develop filing inputs and positions
- Coordinate internal inputs to ensure consistency across testimony, discovery, and supporting analyses
- Regulatory matters include but are not limited to: economic and legal foundations of regulation; the federal and state regulatory commission structures, processes, and roles; utility ratemaking and rate design; industry restructuring and deregulation; federal reliability compliance obligations; federal and state environmental compliance; and current legislative and regulatory policy issues impacting electric utilities.
