Job Description:

Join Parsons as a Program Director – Facilities Assessment & Planning!

Parsons is at the forefront of facility asset inventories, condition assessments, capital improvement planning, facility master planning, and the development of associated solutions. As pioneers in facility condition assessment (FCA) services, we’ve earned a reputation for our innovative approach and continuous advancement in the field.

For over 25 years, we’ve partnered with hundreds of federal, state, and local government agencies and clients in the education, healthcare, commercial, and industrial sectors. Our work has spanned diverse facilities and infrastructure, delivering strategic facility management programs that transform our clients’ operations. Our detailed inspections, economic analyses, and financial forecasting provide actionable strategies that drive success.

We’re Looking for a Visionary Program Director!

We seek a dynamic and experienced Program Director to lead our Facilities Assessment and Planning Group. This position can be based anywhere in the USA, offering flexibility and the opportunity to work with a talented, multidisciplinary team.

Your Role:

As Program Director, you will lead a team of project managers, facility assessors, planners, and other professionals who work with major facility portfolio owners—cities, universities, school districts, hospital systems, and corporations. Your team will help these clients prioritize, estimate, and strategize to reduce deferred maintenance backlogs and create long-term capital improvement and facilities master plans.

In this role, you’ll play a critical part in expanding our construction management (CM) and project management (PM) services. Leveraging existing FCA contracts, you’ll strategically target, sell, and convert these into comprehensive CM and PM service contracts. You will cultivate long-term client partnerships by identifying opportunities where our management services can support clients’ capital program needs, thereby building deeper and broader service relationships.

Key Responsibilities:

  • Manage P&L and update the group’s strategy to attract new clients and expand services.
  • Develop annual business plans, engage in business development, and oversee proposal processes.
  • Identify, target, and sell CM and PM services, converting FCA contracts into ongoing program and construction management service contracts, and working closely with the Business Development team.
  • Lead negotiations for prime- and sub-contracts, plan and allocate resources, and manage a diverse portfolio of projects across North America.
  • Build integrated sales strategies that promote our construction and project management services, expanding existing client relationships and addressing their capital project needs.
  • Travel to client or project sites as needed to strengthen client relationships, ensuring both project success and long-term client satisfaction.

What We’re Looking For:

  • A strategic leader with a proven track record in business development, project management, and client relationship expansion.
  • Experience in facility asset and condition assessments, facility master planning, capital improvement planning, and program and construction management services.
  • Ability to balance business development, operational management, and strategic sales to maximize client engagement and contract conversion.
  • A bachelor’s degree in architecture, Engineering, Business, or Construction Management (or a related field) is preferred, along with 10+ years of relevant experience.
  • Knowledge of commercial construction codes and their application to existing facilities.
  • Strong communication skills, both written and verbal, with an aptitude for building long-term client relationships.

Additional Experience (Preferred but Not Required):

  • ASHRAE Levels I and II energy audits
  • Infrared thermal imaging analysis
  • Risk and resilience assessments
  • Security and cybersecurity vulnerability assessments
  • Electrical utility condition assessments
  • Demographic studies and K-12 enrollment projections
