Job Purpose

The New England Hydro-Transmission Company has an opening at the Sandy Pond HVDC facility in Ayer, MA for a Network Engineer. Sandy Pond is a 2000MW DC electric interconnection with Canada. Sandy Pond is required to meet North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) #5 physical and electronic compliance. The position of Network Compliance Analyst will have responsibility in designing and supporting NERC CIP compliance, strategies and processes that will help to achieve and maintain compliance with mandated NERC-CIP-005-5 cyber security regulations.

Key Accountabilities

· The Network Analyst will generally support compliance analyst with all efforts and activities to maintain compliance with NERC CIP standards

· Responsible to collaborate and maintain all documentation needed to be compliant with both National Grid and NERC cyber security policies

· Assist in the design, planning and implementation of the NERC CIP compliance work and projects

· Meeting the National Grid NERC-CIP-005-5 standards and NERC-CIP-005-5 document repository framework.

· Participate in auditing activities conducted for compliance verification by NERC, Independent System Operators (ISOs) and Internal Audit.

· Develop, refine, review and update C+P specific documentation, processes, procedures, and standards to maintain compliance with NERC CIP #5; develop tools and metrics for periodic reporting. Develop C+P NERC CIP compliance assessment and remediation reports.

· Assist in recommendations, design and implementation of future automated systems, procedures, and methods required for maintaining and streamlining NERC CIP compliance

· Participate in department and/or cross-functional teams to complete special projects or assignments as requested.

· Support in all activities including configuring users on National Grid systems that validate and allow secure access to C+P infrastructure.

· Interface with National Grid’s Managed Security Services Provider (MSSP) to ensure that the C+P networks are properly being monitored; periodically review system logs (IDS, FW and Security Event Monitoring device logs) to identify security incidents.

· Develop and assist with enhancing existing network system for remote access infrastructure, switch upgrades and other OT enhancements

· Programming knowledge and willingness to learn for various projects from C, C# to Python, SQL and Java

 

Qualifications

· An Associate or bachelor’s degree in Computer Engineering or network technology or equivalent experience

· Must possess strong writing, verbal communication, and documentation skills

· Ability to work with a variety of personnel and be conversant with both technical and business-

· Ability to articulate how people, process, and technology, collectively, are essential in establishing and executing a NERC-CIP-005-5 compliance strategy

· Competency with network security and information security concepts and technologies

· Ability to meet pressured deadlines, time constraints and periodic requirements

· Knowledge with Cisco hardware configuration and maintenance experience

· Demonstrated ability to develop long-range program plans, set goals and objectives, and decisions on program priorities and analyze program effectiveness

· Knowledge with any intrusion detection systems and change controls/management process a plus

· Proficient understanding and willingness to learn network models, TCP/IP, subnetting, firewalls, switches

· Shell scripting experience and python language experience a plus

· Knowledge with Visio or other drawing softwares to develop network topologies
