Join our team at Burrow Global for an exciting opportunity as a Capital Project Manager - Level II at a chemical plant located on the east side of Houston.
This position is ideal for Junior or Mid-Career candidates with a total of 5-8 years of Project Management experience overseeing infrastructure, maintenance, reliability, and capital projects within a Petrochemical or Refinery environment.
The ideal candidate will excel at managing a diverse portfolio of projects at various stages, from conception to implementation, while effectively handling cost, scope, schedule, and internal reporting requirements. Utilizing strong organizational skills and relationship-building abilities, they will collaborate with internal and external stakeholders to deliver impactful results.
Operating under general guidance, this role entails overseeing the engineering design, procurement, construction, and handover to manufacturing of capital projects in compliance with relevant specifications and standards to achieve project goals.

Key Responsibilities:
- Ensure that capital projects meet objectives in terms of cost, schedule, and scope by managing the development, design, and execution of assigned projects in accordance with specifications and standards.
- Conduct accurate cost budgeting, estimating, forecasting, and reporting for assigned projects.
- Provide clear and precise scopes of work and construction packages with appropriate documentation.
- Update Process Safety Information for relevant departments.
- Analyze and address risks associated with projects.
- Coordinate safety and constructability reviews.
- Create requisitions for engineered items and develop spare parts lists.
- Report on cost and schedule attainment (including forecasting).
- Address technical and commercial issues related to project objectives.
- Initiate Management of Change, collaborate with the site PSM representative on PHA requirements, and participate in PHAs as necessary.
- Communicate effectively with leadership, engineers, designers, document control, construction, project controls, and other departments.
- Ensure completion of all project documentation.
- Exercise direct control over costs and execution of assigned projects.
Minimum Qualifications:
Bachelor’s degree in engineering or equivalent from an accredited institution.
- 5-8 years of project management experience in the Chemical and/or Refining industry, including time with an operating/owner company.
- Eligibility to work in the United States for any company without sponsorship.
- Active TWIC Card
Preferred Qualifications:
- PMP or other Project Management certifications.
- Experience with Oracle ERP systems.
- Proactive self-starter capable of managing multiple projects and priorities effectively.
- Adherence to safety, health, environmental, and quality assurance policies, procedures, and guidelines.
- Ability to make fact-based, structured decisions and support appropriate actions.
- Effective communication skills, both verbal and written, adaptable to various audiences.
- Team player who collaborates effectively within groups.
- Driven to complete projects by holding oneself and team members accountable for deliverables.
- Understanding of core work processes and a commitment to continuous improvement and personal development.
