GENERAL DEFINITION OF WORK

The Benefits Counselor Team Leader uses internet-based tools and specialized training to educate seniors, persons with disabilities, caregivers, and the public about benefit programs. This role supports the agency’s Aging and Disability Resource Center as a subject matter expert by facilitating referrals to Senior Services’ programs and external agencies. Assistance is delivered through one-to-one counseling, group presentations, and participation in community events. Work is performed under the general supervision of the Director of In-Home Services. Frequent local travel is required.

ESSENTIAL DUTIES AND RESPONSIBILTIES


Benefit Counseling and Support

· Provide individualized counseling using online tools to compare benefit options.

· Recommend medical and prescription drug coverage and other benefits based on client needs.

· Perform hands-on enrollment into benefit plans when appropriate.

· Research and respond to complex benefit-related inquiries.

· Maintain timely and accurate electronic documentation and prepare monthly reports.

· Field visits as deemed necessary


Community Engagement and Outreach

· Conduct group presentations to educate the public on benefit programs and fraud awareness.

· Actively participate in community events to promote benefit enrollment.

· Serve as primary liaison with community agencies and state organizations.

· Engage in public relations and community outreach activities as needed.

Program Administration and Volunteer Management

· Supervise and train assigned volunteers.

· Facilitate appropriate referrals to community resources.

· Support the agency’s Aging and Disability Resource Center functions.

· Participate in required conferences and teleconferences to obtain and retain certifications.

· Mandatory attendance: VICAP Annual Conference.

· Mandatory attendance: Senior Medicare Patrol Annual Conference.

· Perform other duties as assigned by the supervisor.


KNOWLEDGE, SKILLS, AND ABILITIES

· Knowledge of counseling techniques

· Knowledge of the Medicare and Medicaid programs and community resources

· Knowledge of HIPAA privacy and security guidelines as it relates to Protected Health Information

· Detail oriented with strong organizational skills

· Excellent written and verbal communication and interpersonal skills

· Proficient in the use of Microsoft Office and use of web-based software programs

· Able to work well independently in a fast-paced environment

· Flexible and willing to work as part of a Team


EDUCATION AND EXPERIENCE

· Bachelor’s degree preferred

· Certified Medicare Counselor

· Experience in assisting others by phone, face to face, and in groups.

· A background of working with older adults is preferred.

· Public relations or community outreach experience valued.

· Must possess a valid driver’s license, auto insurance, acceptable driving record, and maintain relevant certifications.

· Licensed insurance brokers or agents are not eligible for hire.


WORK ENVIRONMENT

This is primarily an office-based position with standard business hours. However, field activities such as attending community events, conducting outreach presentations, and performing on-site benefit counseling are an essential part of the job. Local travel is frequently required. The role may involve lifting light materials, setting up displays, and working in various indoor and outdoor environments depending on event locations for outreach.
