MassHealth, the Commonwealth of Massachusetts’ Medicaid Program, through its Office of Long-Term Services and Supports (OLTSS), provides a robust system of supports for members of all ages who need services to enable them to live with independence and dignity in their daily lives, participate in their communities, and increase their overall quality of life. This system of supports includes Home and Community-Based Services (HCBS) and Facility-Based Services, and is provided through the LTSS fee-for-service program, an HCBS waiver program, or integrated care plans that contract with the Commonwealth.

Services from Personal Care Attendants (PCAs), who provide assistance with personal needs such as bathing, grooming, and mobility, are among the covered HCBS services.  PCA services are provided through a consumer-directed program, in which the MassHealth member or their surrogate employs the PCAs that provide their care and is responsible for recruiting, hiring, training, firing, and supervising them. Consumers select a personal care management (PCM) agency that evaluates a consumer’s need for PCA services, develops a PCA service agreement, and provides intake/orientation and skills training to the member or his or her surrogate regarding employer responsibilities.  The PCA Program is the largest community-based LTSS program in the Commonwealth and one of the largest consumer-direct programs in the country. It serves approximately 40,000 members through a network of 17 Personal Care Management (PCM) agencies, one fiscal intermediary, and 60,000 personal care attendant workers.

The PCA Program Coordinator is responsible for the day-to-day operations of the PCA program, as well as serving as a subject matter expert on the program across the larger MassHealth organization. The PCA Coordinator reports to the PCA Deputy Director.   Smart, dedicated, self-motivated individuals skilled in program management and administration, policy implementation, performance and data analysis, effective communication, training and education, stakeholder engagement and collaboration, and passion for public service are encouraged to apply.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Work with several units across the Executive Office of Health and Human Services (EOHHS) Secretariat to orchestrate regulation, contract and rate development, engaging in vendor management and strategy, quality initiatives, special projects, program implementation, and performance management.
  • Draft materials for members, providers, administration, budget, Legal, Prior Authorization Unit, Claims Operations, Board of Hearings, MassHealth Publications, Stakeholders and the Advocacy community.
  • Ensures all PCM and fiscal intermediary contract requirements are implemented and followed, develop and provide guidance, and oversees PCM and/or fiscal intermediary contracts.
  • Oversees critical incident reports.
  • Assist with, through both in-person and written communications, a robust stakeholder engagement strategy to ensure program policy and direction is communicated clearly to all appropriate stakeholders, providers, members, advocates, and the public. 
  • Represent the PCA Program in stakeholder engagement.
  • Be responsible for reporting requirements and identify trends from a range of data sources to inform program management, including utilization data, quality data, finance reports, and overall performance.
  • Provide perspective and deliverables in response to federal and state changes to rules, regulations, and policies.
  • Be responsible for ensuring timely member and provider communications, as well as interagency inquiries and requests for information regarding payment and policy questions.
