About the role

The Quality Informaticist is responsible for ongoing work to develop and promote NCQA’s digital measurement strategy. Responsibilities include developing digital quality measure content resources for health plans, states and federal policymakers. The position includes a high level of stakeholder engagement to share NCQA’s digital strategy and measures roadmap, understand implications of NCQA’s actions, and for information-gathering purposes.

The Quality Informaticist must be highly organized, demonstrate creativity and proficiency. This position requires specialized knowledge of HEDIS quality measures.  This position requires knowledge in the use of electronic clinical data for measurement and industry standards related to digital measurement (e.g., FHIR, Clinical Quality Language, USCDI, OMOP and other data standards), and data sources (e.g., claims, encounter, registry, EHRs and survey). This position will need to leverage clinical and technical skills to translate measure specifications The position also requires strong project management skills to ensure timely completion of content.

The Quality Informaticist works across NCQA departments and with external clients. The position requires a high level of engagement with subject matter experts and key stakeholders. The Informaticist must effectively communicate the results of this work to a variety of internal and external audiences, including health care leaders.

 

Responsibilities:

  • Manage digital quality measurement content using electronic clinical data for measurement and industry standards related to digital measurement (e.g., FHIR, Clinical Quality Language, USCDI, and other data standards), and data sources (e.g., claims, encounter, registry, EHRs and survey). This includes activities related to the development, deployment and analysis of HEDIS electronic clinical data systems reporting as well as problem solving issues related to digital quality measurement for NCQA. Responsibilities include ability to read FHIR CQL, knowledge of measure development cycle, identify parameter specifications, and able to provide supporting evidence with rationale.  Preparation of written and verbal communications, as well as management of various work streams related to this work as part of NCQA’s digital strategy.
  • Manage digital quality measure development and maintenance activities, including concept development, stakeholder vetting and testing activities. Work with digital measure authors as they program measures to ensure there is an understanding of and connection with measure intent.
  • Participate in external communication of activities to NCQA committees, professional associations, state and federal policymakers, and other stakeholders.
  • Participate in additional projects related to digital quality measurement, such as learning collaboratives for electronic clinical data systems reporting and other relevant projects as they arise.

 

Requirements:

  • Bachelor’s degree in clinical care field. Master's degree preferred
  • Recent Clinical experience (3-5 years) with at least one year of Clinical Informatics experience.

  • Knowledge of HEDIS or other quality measures including collection methods, electronic clinical data systems, and digital quality measure standards.

  • Some experience with reading or writing FHIR CQL.

  • Familiar with USCDI and other data standards.

  • Reliability and validity testing of measures.

  • Familiar with key external stakeholders in standards area.

 

Compensation & Benefits:

  • For new hires, this position pays in the range of $113K - $125K per year, depending on experience.
  • This position is eligible for an annual incentive bonus, payable in accordance with policy.
