Description
We are seeking candidates for our Senior Accountant position in our Early Childhood Education Program.SUMMARY: This position oversees financial functions for Early Childhood Education (ECE) programs and ensures compliance with Head Start, Early Head Start and Pre-K Counts grants and CPC policies and procedures. Prepares and maintains budget reports for policy council, ECE management, auditors of Head Start, Early Head Start and Pre-K Counts programs.

Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Be committed to the vision and mission of Community Progress Council, Inc.
- Maintains continuous high level of knowledge about Head Start and Pre-K Counts regulations, grant requirements, fiscal policies, and procedures.
- Supports submission of fiscal narratives and budgets for grant proposals for all ECE programs ensuring fiscal and regulatory compliance.
- Maintains continuous knowledge of financial grant requirements, deadlines, submissions, guidelines and other funding regulations for HS, PKC and EHS.
- Meets regularly with Program Directors and Head Start Leadership Team to prepare budgets and discuss finances for grant spending.
- Oversees the day-to-day budgets and funding regulations for all ECE programs.
- Compiles and presents monthly reports to program location managers and other senior level management.
- Reviews all ECE purchases and requests draws to support spending.
- Maintains numerous compliance reports to enable proper submission of data to delineate between positions and programs (federal vs state).
- Maintains accurate and up to date reports on site location specifics to include but not limited to number of students, teachers, meals served, etc.
- Develops working relationships with Federal and State Head Start Program Staff, CPO, ACPO, Senior Management, ECE Leadership Team, and Fiscal Staff to stay abreast of funding issues, regulations and/or policy updates.
- Advises others in making spending decisions about which grant or funding source to use for expenses.
- Prepares and maintains accurate reports for Policy Council, Board, and regulatory agencies.
- Provides needed information and support to auditors, funding specialists and other on-site fiscal monitoring.
- Conducts on-site reviews and self-assessments to ensure compliance with Head Start Program regulations.
- Attends regular training relating to ECE Programs, funding, compliance, and regulations.
- Assists in the planning and proposing for new site locations and new classes offered for the Head Start/Early Childhood Education Programs.
- Coaches and counsels ECE program staff to ensure they are following appropriate procurement procedures and maintaining current knowledge of program budgeting process.
- Oversees and distributes work assignments daily to subordinates.
- Assists in documentation and monitoring of internal financial controls.
- Supports the Fiscal Manager, CFO, and other senior management by providing financial support as requested.

EDUCATION and EXPERIENCE: Minimum of a Bachelor’s Degree in Accounting and three years of related work experience, or comparable work experience, preferably in a nonprofit organization with multiple programs.
