Job Description

The Oklahoma State Board of Examiners of Psychologists (OSBEP) is the only agency that regulates the practice of psychology in Oklahoma.  The OSBEP consists of seven members, all appointed by the Governor.  Five members are psychologists, and two members are laypersons. 

The Mission of the Board is to protect the public by regulating the practice of psychology in Oklahoma to ensure that only properly qualified psychologists practicing psychology in the state and that the psychology profession as a whole is conducted in the public's best interest.

EXECUTIVE DIRECTOR - The Executive Director reports to the Board as the senior staff member.  The Executive Director is responsible to the Board for implementing the Psychology Practice Act, the Rules of the Board, and the Board's mission and goals by ensuring compliance with the appropriate laws, regulations, and policies on a day-to-day basis, including being responsible for policy development and implementation.

The Executive Director functions as an administrative agent for the Board and is responsible for the total performance of the agency by executing the intent of the Board's mission and goals.

Under the direction and leadership of the Board, the Executive Director:

  • Acts as the Board's liaison to the public, the legislature, cabinet secretary, other governmental agencies, other professional licensing boards, and education institutions.        
  • Plans, coordinates, and evaluates all aspects of the Board office activities; serves as principal operations officer, manages the Board's resources and staff; prepares agendas and maintains minutes for all Board meetings in accordance with the Open Meeting Act; develops and administers policy in compliance with the Open Records Act; ensures timely investigation of complaints; ensures appropriate implementation of the Board's disciplinary decisions and actions; consults with legal counsel and Attorney General's Office.
  • Ensures that standards for initial and continuing licensure are maintained; prepares annual budget and approves purchases; monitors agency revenues and expenditures; responsible for deposit of funds with the State Treasurer; functions as custodian of all legal records and documents.
  • Provides the Governor's office and legislature information concerning statutes, rules and regulations, and policies that impact the practice of psychology or the functions of the Board.
  • Monitors state and national trends in psychology by participating in special projects, committees, or other activities directly relevant to the Mission of the Board.
  • Attend workshops, conferences, and seminars to bring information to the Board and staff.

Because OSBEP is a small agency, with one full-time employee, the Executive Director, and one half-time employee, the Administrative Assistant, all employees must exhibit a spirit of teamwork and cooperation and be willing to assist in any OSBEP work activities as necessary.  Assigned duties may be modified based on operational needs.  The following list includes the essential duties for this position but is neither all-inclusive nor restrictive.

Board Support:

  • Provides leadership by communicating the mission of the Board, conveying a clear sense of the Board's goals and objectives.
  • Provides the necessary liaison and staff support to the Board and its committees to help them fulfill their functions.
  • Manage and direct the day-to-day operations of the Board.
  • Assists in developing and implementing statutes, regulations, Board policies, and guidelines.
  • Work with the Assistant Attorney General and investigator to ensure complaints are processed as outlined in the Licensing Act and Rules of the Board for resolution.
  • Keeps the Board fully informed on key issues impacting the mission and the goals of the Board. 

Financial Management:

  • Assures fiscal responsibility for the implementation and reporting of budgets.
