About the role

Position Summary:

IEM is looking for a Full Time Project Manager to lead the creation of hazard mitigation, climate adaptation, and resilience plans for local, state, and tribal governments. The role also involves managing multiple concurrent projects, coordinating cross-functional teams, and collaborating with clients and communities to strengthen disaster preparedness efforts.

 

Primary Location:

  • Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

 Essential Functions:

  • Serve as project manager in the development and updating of:
    • Local, State, and Tribal Hazard Mitigation Plans
    • Resiliency and Climate Adaptation Plans
    • Other plans as required
    • Community outreach and engagement initiatives
    • Related training
  • Manage the overall operation and direction of multiple mitigation projects
  • Develop and maintain Project Management Plans for each project, including project budgets and schedules
  • Serve as primary point of contact between client stakeholders and project teams
  • Provides written and oral reports to contract management and client representatives
  • Lead staff members from various disciplines such as planning, GIS, EMAP, floodplain management, editing and graphic design to perform a range of planning functions
  • Lead meetings with clients, plan participants, stakeholders, the public, and FEMA
  • Identify priorities, develop tasks, and make assignments
  • Oversee the collection, documentation, and analysis of data related to hazard mitigation planning, hazard mitigation assistance, community development, economic development, infrastructure, and land use
  • Perform technical writing, review, and analysis of quantitative and qualitative data and information
  • Review plans, reports, and other documents for relevant content
  • Perform risk assessment analyses of hazard data and lead the development of planning documents
  • Coordinate, facilitate, and develop materials for public, stakeholder, and client meetings with state, local, tribal and federal officials, elected officials, residents, business leaders and technical experts
  • Evaluate existing mitigation capabilities through research of local plans, regulations, policies and programs, and review of programs and documents 
  • Identify and describe cost-effective, technically feasible, and environmentally sound mitigation actions
  • Perform quality control/quality assurance (QA/QC) review of all applicable project deliverables
  • Perform other presentation, research, and writing tasks as necessary to support a wide range of planning and mitigation/resilience tasks
  • Assist with marketing and proposal development
  • Understanding and experience developing mitigation projects, including 406 mitigation

 Minimum Qualifications:

  • Five (5) years of experience performing the duties listed in the essential functions section of this solicitation 
  • Must have developed at a minimum of five (5) FEMA-approved hazard mitigation plans or notable related projects
  • Bachelor’s degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field
  • Excellent written and oral communications skills to support plan development and meeting facilitation
  • Demonstrated leadership and team coordination capabilities
  • Strong ability to lead mu
