We’re looking for a motivated Program Cost Specialist to drive program success by delivering accurate and quality financial reporting in the Advanced Networking Solutions (ANS) portfolio of programs located in St. Petersburg, FL. What You Will Do:
- Develop quarterly EACs; analysis/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
- Develop and submit external CDRL reports, including monthly Integrated Program Management Data Analysis Report (IPMDAR)
- Assist with authoring User Manual & Instructions for a unique implementation of financial tools
- (forProject + PMX) and CDRL reporting (IPMDAR).
- Develop program financials including time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, cost accounting and ongoing overseeing of cost and schedule integration.
- Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support.
- Balance sheet – work with the team on unbilled, AR/CFRs, help coordination of action to close programs, clean up the balance sheet and provide analysis.
- Manage Inter-organizational transfers (IOTs) and Internal Work Authorizations (IWAs) between RTX businesses and across multiple programs
- Lead the ANS-wide monthly labor/staffing reporting and forecasting process
- Contract closeouts and final billings
- Support proposal activity, as needed.
Qualifications You Must Have:
- Typically requires a University Degree and a minimum of 5 years prior relevant experience or an Advanced Degree in a related field and a minimum of 3 years of experience or in absence of a degree, 9 years of relevant experience
- U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.
- Experience developing quarterly EACs
- Experience with Earned Value Management
- Experience with DoD Accounting and program controls
Qualifications We Prefer:
- Existing Top Secret or Secret level clearance
- Excellent computer skills, which include a high level of proficiency with Microsoft. Excel functions (Pivot tables, lookups, etc.)
- Program Controls experience
- Experience with SAP APEX
- Experience with the forProject Financial tool and reporting
- Experience with the PMX Financial tool and reporting
- Excellent communication skills, attention to detail and accuracy in reporting
- Ability to meet critical deadlines and develop applied solutions and process improvements
- Self-motivated
- Ability to work independently, as well as part of a team.
- Understanding of RayCollins financial and accounting policies and procedures
