Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 200,000 additional tenants. NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $5 billion capital projects portfolio - one of the largest in NY State - as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling up sustainability and resiliency technologies and practices, improving residents’ quality of life while enhancing building performance.

The Quality Assurance Department monitors A&CM’s and contractors’ compliance with NYCHA’s policies and procedures, municipal and federal regulations, and contract specifications and provides strategic guidance to improve performance.

The Engineering Audit Department of Quality Assurance performs independent reviews of payment requests for New York City funded construction and construction-related work through field and desk audits to ensure that NYCHA has received the appropriate value prior to issuing payment.

Reporting to the Director of Engineering Audit, with very wide latitude for independent judgment and decision-making, the responsibilities of the Engineering Audit Officer include, but are not limited to, the following:

1. Manage a team of Engineering Auditors and Deputy Engineering Audit Officers.
2. Oversee and certify City-funded payments based on the criteria in NYC Comptroller’s Directive 7.
3. Develop and implement procedures for efficiently reviewing payment requests for construction equipment, and construction-related service contracts.
4. Ensure payment requests meet established criteria prior to their certification and have been appropriately reviewed, including reviews of design documents, contract specifications and terms, receipts, labor hours and costs, and required documents.
5. Establish and implement procedures for the performance of site inspections, including conducting site visits with staff, for the purpose of determining technical/contractual compliance.
6. Prepare certification letters, memos, analyses, and reports detailing findings and recommendations.
7. Track department productivity and prepare related reports.
8. Attend meetings with key stakeholders to discuss payment related issues and sharing technical knowledge for problem resolution.

NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Construction Project Manager to be considered.
