Environmental Specialist I

Position Overview and Responsibilities:

This is entry-level environmental professional work performing studies, research, application/project reviews, site inspections or surveys; conducting project and program evaluations and coordinating these with the department and other state, or federal agencies or interstate groups; assisting with the development and implementation of a statewide environmental program including compliance and enforcement in the Cleanup section of the Permitting program.

  • Reviews, produce reports for, and tracks permit-required ground and surface water quality monitoring reports and gas-monitoring reports for primarily solid waste facilities and waste cleanup sites. Reviews consist of ensuring: the submitted reports contain all the specified sampling parameters, are timely, all the reporting points are sampled per 62-701 and the lab work conforms to the specified analysis method and QA Plans as required in Chapter 62-160, F.A.C.
  • Ensure that required electronic submitted reports are also submitted to Division in Tallahassee so that they are properly entered into the applicable Department database.
  • Produces appropriate status evaluation reports, plots or charts for suspicious data or problem sites, and any trends which indicate deteriorating water quality to inform engineering staff and supervisory staff to determine compliance status.
  • Responsible for a broad range of State and Federal Regulations, for determination of regulatory statutes and coordination of compliance and enforcement issues for sites with potential or demonstrated ground water, surface water, or soil contamination.
  • Coordinates with Cleanup Program technical staff on corrective actions required by Chapter 62-780, F.A.C.
  • Conducts reviews of and prepares related correspondence for basic permit or exemption requests, such as Disaster Debris Management Site authorizations.

Performs other duties as required.

 

Required Knowledge, Skills, and Abilities:

  1. Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
  2. Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures relating to environmental programs.
  3. Skill in collecting, evaluating, analyzing and interpreting scientific or technical data.
  4. Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
  5. Skill in collecting, recording, and/or analyzing/evaluating scientific data relating to contamination assessment, remediation, monitoring, and site closure.
  6. Ability to evaluate, analyze and interpret aerial photography, site plans and drawings.
  7. Knowledge of engineering design, construction, operations techniques, principles, and terminology.
  8. Ability to serve the public, DEP’s stakeholders and each other in a courteous and timely manner.
  9. Ability to communicate effectively and professionally, both verbally and in writing.
  10. Ability to maintain effective and productive working relationships with others.
  11. Skill in dealing with conflicts, confrontations, and disagreements in a positive manner.
  12. Ability to effectively prepare, prioritize, and organize work, meetings, and projects to meet deadlines and quality expectations.
