Program Manager
Venesco LLC is looking for a Program Manager to support the 711 HPW Defense Health Program Research Portfolio, Human Effectiveness Directorate, Air & Space Biosciences Division, 711 HPW/RHB. The 711 HPW is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The Wing’s organizations provide research and consultative capability for aeromedical, space, chemical, biological, and radiological health hazard needs, as well as research for the Air Force Medical Service. The research supports Air Force Medical Command (AFMed) research interests by creating high-performance, integrated systems for individualized, operations-enhancing health readiness. Performance shall be according to the requirements contained in this Performance Work Statement (PWS). FOPR #24-26
The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Airman Systems Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.
Responsibilities:
- 1.2.1 The contractor employee responsibilities shall include program management expertise to support day to day operations within the Wing & Air Force Medical Service Research portfolio, to include applying acquisition and program management principles and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle. The contractor employee shall follow in-place, and help develop, administrative and monitoring support tools, as required, to perform daily operations associated with establishment, maintenance and oversight of medical research and modernization projects.
- 1.2.2 The contractor employee shall participate and provide guidance in the development of strategic and tactical acquisition planning by defining the scope, cost, schedule, and performance parameters necessary to successfully execute projects within the Airman Biosciences Division portfolio.
- 1.2.3 The contractor employee shall plan, organize, and coordinate activities of functional specialists, including scientist, engineering, contracting, program control, test, and logistics.
- 1.2.4 The contractor employee shall collect, analyze, and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
- 1.2.5 The contractor employee shall research and engage in learning defense acquisition and aerospace medical research policies and regulations and recommend appropriate action consistent with those guidelines.
- 1.2.6 The contractor employee shall be/become familiar with research processes including Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC) approvals. Using this knowledge, the contractor shall proofread and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.
- 1.2.7 The contractor employee shall identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk.
- 1.2.8 The contractor employee shall conduct all necessary contracting activities required to support project contract awards within the portfolio, to include preparing a statement of work and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.
- 1.2.9 The contractor employee shall design, implement, and control contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
