Acquisition Professional - Senior

SITEC Consulting is seeking a skilled Acquisition ProfessionalΒ to support Government Program Managers and acquisition teams in the planning, development, documentation, and execution of complex acquisition activities. This position is ideal for a senior acquisition professional with strong experience in DoD/IC acquisition management, contracting, contract documentation, solicitation strategy, source selection support, and requirements development.

The selected candidate will support the full acquisition lifecycle, from requirements gathering and market research through solicitation development, acquisition strategy, proposal review, source selection administration, and acquisition process improvement.

What You'll Do

As a Senior Acquisition Professional, you will work closely with Government stakeholders to support acquisition planning, documentation, strategy development, and execution. Responsibilities include:

  • Advise the Government on acquisition, solicitation, and award strategies.
  • Support Government Program Managers in the identification and collection of Minimum Acquisition Requirements.
  • Develop, refine, document, and track acquisition strategies, including status updates, meeting coordination, and documentation management.
  • Coordinate and schedule pre-acquisition meetings, including Integrated Product Teams.
  • Support requirements phase activities, including gathering, documenting, managing, and integrating contract requirements from multiple sources.
  • Write and support requirements documents, including Statements of Work, Statements of Objectives, Technical Task Orders, Labor Categories, and Performance Work Statements.
  • Conduct market research, document findings, draft market surveys, and analyze survey results.
  • Draft Competition in Contracting Act justifications for other than full and open competition.
  • Support solicitation drafting, administration, and strategy.
  • Support RFI and RFP administration, including tracking vendor questions, documenting correspondence, and assisting with industry day activities.
  • Assist the Government in documenting and implementing acquisition and contract strategies for Non-Major System Acquisitions, Non-Acquisition Category efforts, Major System Acquisitions, and Acquisition Category efforts.
  • Prepare briefing slides and supporting materials for Acquisition/Contract Strategy Meetings, Pre-ASM/$5M Briefs to the Head of Contracting, and Pre-solicitation Conferences.
  • Assist the Government in setting acquisition strategies by recommending approaches that consider requirements, schedule drivers, acquisition policy, and the current operating environment.
  • Document source selection plans and proposal requirements, including Source Selection Plans, Proposal Preparation Instructions, and Proposal Evaluation Criteria.
  • Support source selection administration, including organizing proposal review processes, supporting Government scoring activities, and managing proposal review documentation.
  • Write Award Fee Plans documenting the Government's strategies to incentivize contractor performance.
  • Assist the Government in oversight and compliance review of acquisition documentation at all levels of preparation.
  • Advise on the interpretation and tailoring of DoD, IC, and NSA acquisition regulations, policies, and memorandums.
  • Provide assistance in analyzing and developing improved acquisition policies, plans, methods, procedures, and systems.
  • Support acquisition process improvement initiatives to help ensure affordable, supportable, and effective systems are delivered to the customer.

Required Qualifications

  • Active TS/SCI with Polygraph required.
  • Twelve years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management.
  • Bachelor's degree with a business or technical focus.

Degree / Certification Substitution

In lieu of a bachelor's degree:

  • DAWIA Level II in any focus area plus three additional years of directly related experience may be substituted, for a total of fifteen years of experience.
