Overview

Training & Exercise Coordinator - Aviation, under general management/supervision of the Airport Emergency Management Operations Manager, will be responsible for development, delivery, evaluation, and coordination of All-Hazards Aviation Exercises and the Aviation Emergency Preparedness Training Program, assisting in the planning/preparedness, testing, and coordination of Emergency Management Division to ensure and enhance the emergency management capabilities of the Department of Aviation, Dallas Airport System, and respective stakeholders. 

Essential Functions

1 Develops, maintains, and updates Aviation Emergency Management Multi-Year Integrated Preparedness Plan. 

2 Designs exercises with the knowledge with respect to FEMA’s Homeland Security Exercise & Evaluation Program (HSEEP). 

3 Develops the Aviation Emergency Management Training Plan and associated curricula. 

4 Delivers and tracks Aviation Emergency Management, Aviation Emergency Preparedness & Response, and AEOC Position-Specific Training. 

5 Facilitates Hotwashes and assists with the development of After Action Reports (AAR’s), Correction Action Plans, and Improvement Plans.

6 Coordinates with Federal, State, and private partners to schedule/host regional NIMS/ICS trainings. 

7 Leverages interpersonal and cross-functional leadership skills to manage internal and external stakeholder engagement for preparedness initiatives. 

8 Monitors and track Emergency Management and other Department of Aviation Emergency Management-specific and Airport Emergency Operations training. 

9 Coordinates with the Department of Homeland Security, Airlines, and other external stakeholders for training and exercise engagement. 

10 Assists with the development and maintenance of the Airport Emergency Plan, Continuity of Operations Plan, and other Airport Emergency/Preparedness Plans as assigned.  

11 Performs any and all other work/projects as needed of assigned.

Knowledge and Skills

1 Knowledge of local, State, and Federal operating mandates and procedures for emergency preparedness. 14 CFR Part 139, 44 CFR, & Texas Government Code Chapter 418.

2 Knowledge of City/DOA EMD policies and procedures regarding emergency response.

3 Knowledge of emergency response methods, techniques, and practices.

4 Knowledge and proficiency in FEMA’s HSEEP methodology and guidelines. 

5 Strong project management skills with the ability to manage multiple tasks simultaneously. 

6 Ability to communicate in emergency situations and remain calm and poised.

7 Communicating effectively verbally and in writing.

8 detailed oriented with strong analytical and problem-solving skills

9 Excellent communication, presentation, and interpersonal skills.

10 Must be able to lead, communicate with, and manage cross-functional teams/stakeholders.

11 Must be able to demonstrate and speak to substantial exercise development, delivery, and evaluation experience. 

12 Must be able to demonstrate and speak to substantial curriculum development and training delivery experience. 

MINIMUM QUALIFICATIONS

EDUCATION:

  • Bachelor's degree in emergency/disaster/crisis management, homeland security, aviation management, or an aviation/security-related field.

EXPERIENCE:

  • Four (4) years of experience in emergency/disaster management, aviation, or aviation-related fields.

EQUIVALENCIES:

  • High school diploma or GED plus eight (8) years of the required experience will meet the education and experience requirements.

  • Associate degree in any field plus six (6) years of the required experience will meet the education and experience requirements.

  • Bachelor's degree (or higher) in a non-specified fiel
