About the role

Summary

The Executive Director II, Infrastructure and Operations provides vision, leadership, and supervision of the District’s IT infrastructure and Operations departments including Network and Infrastructure Services, School Technology Support, and IT Security. The incumbent in this position oversees IT Service Management including defining the service strategy, implementing, maintaining, and continuously improving the services related to availability management, information security, service level management, capacity management, and IT service continuity.  In addition, the Executive Director II, Infrastructure and Operations establishes processes and procedures governing service level agreements, up-time metrics, and incident/problem management; creates continuity of technical services across all IT support and ensures the infrastructure can meet the goals and objectives of the District as well as scale to meet the growing demand for the use of technology in education. The role requires a deep understanding of enterprise level network architecture, knowledge of K12 school system security requirements, and must adhere to all laws and regulations pertaining to information security and Internet access.

Essential Duties

  • Participates on the IT Leadership team and contributes to the strategy, vision, planning, service delivery, and overall direction of the division in accordance with best practice methodology
  • Reviews and analyzes programs/operations; Works with departments to develop technology strategies to address current/future business needs
  • Oversees the leadership, vision, and long-range goals of the IT Infrastructure, Information Security, and School Support departments; Provides the KPI, SMART goals and metrics to track, course correct and report on progress
  • Ensures that the District and IT mission and vision, strategy, and business plan (and any updates) are communicated to and understood by members of the assigned team; ensures compliance by IT staff with adopted practices, values, and standards
  • Participates in ongoing analysis, development, design and implementation of new information systems and infrastructure including setting standards, data design and integration of standards and design, and cloud hosted environments
  • Develops the annual budget for the Infrastructure and Operations teams based on the defined goals/objectives, strategic programs and ensuring the organization will operate as efficiently and effectively as possible to reduce costs when possible
  • Works under the direction of the appropriate manager to monitor financial management within the assigned team, with the support of the Finance Department, ensuring purchase orders are placed promptly and Purchase Card(s) are managed according to the policies outlined by the Finance and Accounting department
  • Leads the operations and monitoring of all server systems, data networks and voice (telecommunication) systems, performance management systems, capacity planning, systems and network configuration, network architecture and design, implementation, maintenance, and all related cyber security concerns
  • Assumes responsibility for ownership of schools/District’s infrastructure, network, technology and support facilities for technical support and escalation of issues, problems, and changes
  • Plays an advisory role in infrastructure, school technology, and application development projects to ensure all regulatory and performance requirements, infrastructure needs, and security requirements are defined and met 
  • Communicates District-wide regarding the status of security incidents, outages, capacity concerns, and planned/unplanned events 
  • Manages District expectations of IT Support by establishing processes, procedures, and metrics around service level agreements, network up-time, incident/problem management, security, and school support
  • Uses innovative techniques within the infrastructure staff to improve service delivery and performance metrics
  • Manages change and the impact of changes in the IT landscape
  • Demonstrates knowledge and understanding of and ability to apply the District’s Human Resources Office policies and seeks support regarding personnel matters from Human Resources as needed
  • Conducts regular reviews of assigned staff and develops personal professional development plans, following capability processes where appropriate
  • Builds successful working and IT support relationships across the organization including external customers, partners and vendors
  • Meets customer service financial objectives by forecasting requirements in preparing for the annual budget, scheduling expenditures, analyzing variances; initiating corrective actions
  • Performs other duties as assigned by the appropriate administrator
