Koniag Advisory and Business Solutions, LLC a Koniag Government Services company, is seeking a Humanitarian Program Analyst with a Secret security clearance to support KABS and our government customer in Washington, DC.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
Tasks include the following:
• Assist with humanitarian program design, development, and management.
• Assist in the preparation, administration, and maintenance of lifecycle grant and contract documents for pre-award, award, post-award, and closeout.
• Assist in the review of funding applications to ensure alignment with AF strategy, technical requirements, and budget feasibility, as appropriate.
• In collaboration with the AF assistance hubs overseas, assist in routine program and budget tracking, including analyzing quantitative and qualitative data related to programs, reviewing program reports, and participating in program review meetings.
• In collaboration with the contractual M&E Specialists, assist in the comprehensive review and assessment of humanitarian programs, associated activities, and the implementers’ compliance with the contract or grant requirements.
• This includes assisting the COR/GOR in his/her drafting of CPARS submissions and GOR quarterly, semi-annual, and final grant reports.
• In collaboration with the Grant Management Specialists and other AF/A staff, complete all actions associated with risk assessment and mitigation.
• Assist the CORs or GORs with periodic assessments of the COR/GOR file and provide administrative support uploading required documents for COR/GOR review and approval.
• Assist in drafting humanitarian program related documentation including program overviews, progress reports, challenges, and lessons learned.
• Liaise with and inform stakeholders within State Department about AF/A humanitarian programs, policies, and approaches.
• Coordinate efforts across the State Department to track cross-cutting humanitarian issues and encourage information sharing and collaboration across State Department humanitarian response efforts in sub-Saharan Africa.
• Engage U.S. government interagency counterparts to communicate about AF/A humanitarian programs, policies, and approaches.
• Engage external stakeholders, including response organizations and other donors, to communicate about AF/A humanitarian programs and goals and gather information about the broader humanitarian response.
• Support outreach activities to the U.S. Congress, media, and other public stakeholders.
• Draft and contribute to AF and State Department reporting and information products on humanitarian response, including briefing checklists, talking points, fact sheets, cables, and public affairs documents.
• Conduct research and analysis on humanitarian program performance and trends.
• Provide recommendations to improve the quality, timeliness, and effectiveness of AF/A humanitarian assistance programs.
• Assist in drafting and implementing standard operating procedures and/or other internal control processes to strengthen AF/A’s management of humanitarian grants and contracts.
• Support AF/A knowledge management efforts to capture, organize, and share a comprehensive understanding of U.S. foreign assistance in sub-Saharan Africa.
• Attend bureau, office, and team meetings, as required.
• Provide administrative support to AF/A in the implementation of U.S. foreign assistance.
• Travel to locations in sub-Saharan Africa, as required.
Work Experience, Knowledge, Skills & Abilities:
• Master’s Degree or equivalent and three (3) years of relevant humanitarian professional experience; or Bachelor’s Degree or equivalent and five (5) years of relevant humanitarian professional experience; or High School Diploma or equivalent and nine (9) years of relevant humanitarian professional experience.
• At least three (3) years of experience as a program analyst.
• At least three (3) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
• Demonstrated experience designing, managing, and/or implementing humanitarian assistance programs serving sub-Saharan Africa required.
• Experience encouraging innovation and/or private sector engagement in humanitarian programming desired.
• Demonstrated experience leading or participating in meetings to coordinate humanitarian assistance programs among internal and/or external stakeholders required.
