About the Role
An employee in this class serves as the department's primary coordinator for utility project implementation and cross-functional operational initiatives. The position facilitates communication and coordination among engineering staff, utility operations, contractors, consultants, developers, and regulatory agencies to ensure projects and programs are completed efficiently and in compliance with applicable requirements. Responsibilities emphasize project coordination, operational planning, regulatory program administration, and asset management rather than engineering design or direct field supervision. Work is performed under the general supervision of the Deputy Water Resources Director
Qualifications
Project Coordination•Coordinates implementation activities for assigned Capital Improvement Program (CIP) projects.
•Coordinates utility relocations associated with NCDOT roadway improvement projects and other public infrastructure improvements.
•Coordinates smaller in-house utility construction, maintenance, and infrastructure improvement projects.
•Develops and maintains project schedules, implementation tracking, documentation, and status reports.
•Coordinates activities among engineering staff, utility operations, consultants, contractors, developers, regulatory agencies, and other Town departments.
•Assists with procurement activities, grant administration, reimbursement requests, project documentation, and project closeout.
Operations Coordination
•Coordinates complex water distribution and wastewater collection system shutdowns to minimize service interruptions.
•Coordinates large commercial meter replacement projects, including scheduling, material procurement, contractor coordination, customer communication, and field implementation.
•Coordinates construction sequencing and maintenance activities requiring collaboration among utility crews, contractors, consultants, and outside agencies.
•Evaluates operational impacts of construction and maintenance activities and develops implementation strategies that maintain reliable utility service.
Regulatory Compliance & Asset Management
•Coordinates implementation of the Lead and Copper Rule and other state and federal regulatory initiatives.
•Manages routine inspection tracking programs and associated reporting requirements.
•Coordinates GIS updates, utility asset inventories, infrastructure records, and asset management initiatives.
•Develops and maintains project tracking systems, operational dashboards, and departmental performance metrics.
