JOB SUMMARY: 

Reporting to the KSU President, directs overall campus planning, design, construction, operation, risk management and development for the University capital projects related to building construction and renovations, and deferred maintenance. Identifies and assesses campus-wide capital renewal and deferred maintenance needs and works with Facilities Services and senior management to develop integrated capital project priority listings. Works with appropriate state offices and personnel to distribute funds appropriated for plant renewal and replacement. Oversees development and implementation of campus master plan and coordinates development of short- and long-term strategic plan to achieve master plan. Oversees development and implementation of risk management and life safety programs and procedures for the University.

 

ESSENTIAL JOB FUNCTIONS:

  • Establish policies for facilities operations and maintenance.
  • Interacts with University senior management to ensure that the planning, programming, and presentation of the University’s capital renewal needs are coordinated with the institution’s broader capital agenda and legislative presentation strategy.
  • Works with Executive Management, Deans, Budget and Planning and other executive officers to coordinate capital budget priorities.
  • Develops the Six-year Capital Plan and Biennial Budget request for projects, develops project plans, justification, and cost estimates for integration into the Capital Ran.
  • Facilitates space planning and advises administration regarding space allocation policy and decisions, including overall campus Master Planning and development.
  • May represent the University In negotiations with state, city and county officials concerning real estate transactions, zoning, jurisdictional matters, and construction issues
  • Manages and coordinates the development of processes designed to ensure that integrated facility renewal and modernization needs of the University’s various departments are integrated into annual capital campaigns and plans.
  • Manages complex projects involving active and proposed capital construction projects from conception to completion.
  • Develops communications systems and tools to the University regarding facilitates issues
  • Develops, tests and implements life safety and risk management programs for the University ensuring University compliance with Federal, state and local statutes.
  • Advises departments and senior administrative staff on strategies to maximize funding opportunities created by State appropriations, grants and contracts, local funding partnerships, and University discretionary spending.
  • Implements strategies for continuous improvement of campus infrastructure, systems, operations, and energy conservation.
  • Recommends and participates in the development of University policies and procedures; may serve on university planning and policy-making committees.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED: 

  • Knowledge of all aspects of building design and construction, including architectural, mechanical, and electrical systems, and their related renewal costs.
  • Strong supervisory, employee development and performance management skills.
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Advanced verbal and written communication skills.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Skill in organizing resources and establishing priorities.
  • Ability to provide professional Leadership and guidance to professionals,
  • paraprofessionals, and/or lay persons in area of expertise.
  • Knowledge of space allocation practices.
  • Ability to lead, guide, coordinate, and facilitate strategic planning processes.
  • Knowledge of construction management, project management, and all codes and regulations pertaining to construction including management or large capital
