Job Duties

The Virginia Department of Motor Vehicles (DMV) is seeking a Deputy Director to direct, organize, plan, and evaluate the Driver Training Division’s programs. The Deputy Director is responsible for the development and execution of agency policy and procedures associated with the approval and oversight of driver training schools and third-party testers in accordance with federal regulation and the laws of the Commonwealth of Virginia. This position also oversees the operational functions of the Driver Training Work Center and provides leadership for a team of one office manager, one program specialist, one compliance manager, and several program support technicians.

Responsibilities Include:
• Setting and communicating expectations related to the Driver Training Division's objectives and goals and providing frequent and constructive feedback, including interim evaluations as appropriate
• Coordinating the resolution of programmatic and operational issues and ensuring work processes are efficiently run through the utilization of technology and determining necessary changes in procedures, work assignments, and staffing levels to minimize issues with production, service levels, and turnaround times
• Planning and directing the implementation of new programs, policies and procedures, legislation, and projects by ensuring proper documentation of project plan and timeline, meetings, policy issues, decisions, and procedural changes
• Providing support to Customer Service Center (CSC) and Customer Contact Center (CCC) staff and ensuring that detected problems are brought to the attention of applicable management for resolution
• Consulting, advising, and collaborating with the Driver Training Work Center, DMV's Law Enforcement Division, Customer Services Management Administration (CSMA), Federal Motor Carrier Safety Administration, and Driver License Quality Assurance to develop and present evidence at administrative hearings and court proceedings when issues are discovered

Minimum Qualifications

• Considerable experience in directing multiple programs, services and operations
• Demonstrated ability to read, comprehend and explain state statutes, federal regulations, policies and procedures
• Considerable experience in human resource management and supervisory techniques
• Demonstrated ability to direct and advise managerial and professional staff
• Demonstrated ability to handle diverse and complex situations
• Working knowledge of quality assurance processes and procedures
• Demonstrated ability to develop short- and long-range business plans, goals, objectives and strategies
• Demonstrated ability to work with diverse constituencies including General Assembly members, members of the judiciary and government officials and private entities
• Demonstrated ability to identify policy issues and develop sound recommendations, which support the agency
• Working knowledge of legislative and judicial practices and systems
• Demonstrated ability to communicate effectively orally and in writing and to make effective presentations
• Knowledge of budget development and monitoring expenditures
• Demonstrated ability to operate a personal computer with word processing and spreadsheet software applications

Additional Considerations

• Experience with providing regulatory oversight of a business or government agency is preferred
• Experience with managing services or programs for a state driver licensing agency (SDLA) is preferred
