Parsons is looking for an amazingly talented Program Director to join our team! In this role you will get to provides executive direction and management for all phases of a fast-track Pre-Construction Services Assessment (PCSA) for a large mission-critical facility program supporting a U.S. Government Agency in the Dallas–Fort Worth Metro Area, with frequent on-site presence
What You'll Be Doing:
This role is accountable for delivering decision-grade feasibility, cost, schedule, and risk outputs that enable a critical Go/No-Go facility decision and completion of all PCSA deliverables within the period of performance, while protecting an aggressive operational readiness target date for the overall program.
Acting as Parsons’ senior representative, the Senior Program Director leads the client relationship (CO/COR and program stakeholders), aligns external partners (A/E, independent cost consultant, independent legal advisor), and mobilizes Parsons resources to direct a multidisciplinary team spanning construction management, scheduling, estimating, real estate/transaction support, ATC/operational specialists, security, IT/telecom, MEP, structural, and code compliance.
The position establishes program requirements and governance, oversees development and implementation of the PCSA-phase Project Execution Plan (PEP), and ensures adherence to Health & Safety, QA/QC, and documentation standards.
The Senior Program Director integrates technical due diligence (site/building surveys and investigations) with conceptual design and retrofit approaches, procurement and trade packaging strategy (including Tender Event Schedule and long-lead planning), and risk-informed master scheduling (CPM), ensuring that mission-critical systems installation, testing, commissioning, and cutover are sequenced to avoid gaps between “building complete” and “systems ready.”
This leader drives structured stakeholder workshops (requirements, risk, logistics/phasing, ATC interfaces), leads scenario and “what-if” analyses across facility options and phasing strategies, and maintains disciplined change control and claims-prevention practices to reduce downstream delivery risk. The role also oversees development of the Construction Management Information System (CMIS) concept and the business processes required for the future construction phase (document control, RFIs, submittals, schedule, cost, QA/QC, change management), while providing executive-ready reporting, dashboards, and decision briefs to Agency leadership and Parsons management.
What Required Skills You'll Bring:
Bachelor’s degree in Engineering, Construction Management, Architecture, or related technical/business field (or equivalent experience)
20+ years of progressively responsible experience leading large, complex programs/projects, including significant assignments at the Program Director level
Demonstrated success delivering pre-construction / feasibility / front-end planning efforts that support executive Go/No-Go decisions under compressed timelines
Proven ability to lead multidisciplinary teams and coordinate multiple external stakeholders (owners, A/E, CM, independent cost and legal advisors)
Advanced knowledge of CPM scheduling concepts and integration of scope, cost, schedule, procurement, and risk (ability to direct P6/MS Project-based planning via scheduling leads)
Experience developing and enforcing governance frameworks including PEP development, meeting cadence, decision gates, action/decision logs, and change control
Strong command of QA/QC processes, documentation discipline, and contract compliance in regulated environments
Executive-level written and oral communication skills; ability to brief senior government stakeholders clearly and credibly
Ability to meet Parsons’ project management certification requirements
