Essential Functions

• Collaborates with and assists in the Department of Agriculture administration of the Farmland Preservation Act (FPA) and mining permit applications pursuant to the Surface Coal Mining Land Conservation and Reclamation Act (SCMLCRA)
• Gathers and organizes data and knowledge of the different activities associated with farmland protection and mined land reclamation.
• Participates in the review and evaluation of regulations, working agreements, legislations and proposed changes thereto for impacts to land and water resources.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill and mental development equivalent to completion of four years of college with course work in agriculture, natural resource management, conservation, agricultural economics, land use planning, geography, public/business administration and rural sociology.
• Work-related experience in conservation, farmland protection and mined land reclamation technician may be substitutable for the college course work on a year-for- basis.

Preferred Qualifications

• Prefers elementary knowledge of factors leading to farmland conversion to other uses; simple mathematical computations; organizational structure and functions of the Farmland Preservation Act and Surface Coal Mining Land Conservation and Reclamation Act.
• Prefers working knowledge of proper record keeping and reporting procedures.
• Prefers experience with evaluating proposed programs to determine their impact on the resources and the ability to develop and maintain satisfactory working relationships.
• Prefers elementary knowledge of analyzing the activities against written guidelines preparatory to recommending acceptance or rejection of their request for financial aid.
• Prefers experience gathering, compiling, and drawing conclusions from a variety of agriculture data and other related information.
