Position Overview
Subject to management approval, serves as the Administrator for the Office of Community Services; organizes, plans executes, controls and evaluates the overall administration, monitoring, planning policy development and implementation, program development, evaluation and coordination of the statewide system of community services for individuals with developmental disabilities, Supervises, coordinates and reviews the work of professional staff through subordinate supervisors with geographical and/or functional responsibilities.
Job Responsibilities
- Serves as the Administrator for the Bureau of Community Services.
- Monitors and directs daily operations the Bureau of Community Services.
- Serves as a full line supervisor.
- Plans and coordinates planning, policy development, evaluation, program development and implementation.
- Verifies compliance with federal requirements for Medicaid-funded services.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
- Requires four (4) years progressively responsible administrative experience in the administration of a health or human services organization, specifically a program serving individuals with developmental disabilities.
Preferred Qualifications
- Four (4) years of professional experience performing quality assurance analysis/assessments and monitoring of community providers and/or other agencies to ensure high quality services and compliance to rules and regulations and provide leadership and direction to improve or maintain quality and examine new and innovative approaches to service delivery.
- Four (4) years of professional experience working with and communicating with private and public entities, recommending, and ensuring best practices and strategies to ensure quality outcomes are reflected in the communities served while engaging in critical thinking and creative problem solving to promote supportive relationships with community providers, families, other agencies, and external stakeholders.
- Four (4) years of professional supervisory experience managing personnel, assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
- Three (3) years of professional experience developing, interpreting, and ensuring implementation of policies and procedures for a public or private organization while facilitating groups and positively promoting implementation of agency policies and procedures.
- Three (3) years of professional experience in an administrative role, while demonstrating skills in time management/organization, customer service, written/oral communication, performance and execution of multi-task management, clear articulation, build, and support of position, and timely response to internal and external stakeholders.
- Three (3) years of professional experience promoting and establishing a strong team approach in collaboration with community providers, other agencies, families, and other key stakeholders while demonstrating strong interpersonal skills and conflict resolution.
