QUALITY ASSURANCE MANAGER.FACILITIES

Develops, implements and monitors quality assurance programs related to maintenance, operation, sanitation of equipment, buildings, and related structures to include adherence to contracted building services, service to contract provisions, assessing current maintenance issues and inspection activities, conducting audits, and resolving programmatic issues, to ensure the secure or non-secure facilities of Dallas County meet and maintain applicable local, state, and federal compliance standards as well as standards of the appropriate oversight bodies (Texas Commission on Jail Standards, Department of Justice, Dallas County, etc.).

Management Scope: Supervises facilities inspection team (approximately 6 5 staff) in secured and/or non-secured facilities of Dallas County. May supervise facility maintenance staff in the absence of the building facility manager 1.Develops processes and conducts quality reviews and audits related to maintenance and sanitation of equipment and structures to comply with federal, state and local laws and regulations.

2. Inspects preventive maintenance work on machinery, systems and equipment performed by Operations and Maintenance staff at all facilities and determines cost effective means to upgrade performance, flexibility, and usefulness.

3. Audits and Inspects work performed by third party vendors and Capital Improvement projects to be in compliance with specifications and contract requirements.

4. Collaborates with management, other departments and external agencies in resolving programmatic issues or creating corrective action plans developed to address identified compliance discrepancies.

5. Develops inspection protocols; investigates and analyzes problem areas; monitors inspections, develops tracking and reporting systems; and works with management to develop solutions.

6. Utilizes a computerized maintenance management system (CMMS) to collect data, complete various reports and updates the County Administrator and related work groups and agencies.

7. Supervises preventive maintenance of facilities, machinery, systems and equipment and determines cost effective means to upgrade performance, flexibility, and usefulness as well as building equipment operations to maintain highly acceptable and dependable environmental conditions within the facilities

8. Assist in the training, workload scheduling, evaluations and disciplinary actions, as necessary.

9. Ensures adequate supply parts, materials, tools and equipment are on hand to complete required tasks.

10 Stays abreast of current technology, available products, service materials, methods, opportunities, trends and problems and maintains a maintenance library, including equipment literature, blue prints, films and, reference materials.

11 Performs other duties as assigned. Education, Experience and Training:

Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Business Administration, Management Engineering, Architecture, Industrial Arts, Construction or a job related field of study. Two (2) years of work related experience required, including one (1) year supervisory/lead experience.

Special Requirements/Knowledge, Skills & Abilities:

Skilled in the use of standard software applications. Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must be able to visit various off-site locations. May work inside a secured facility with potential exposure to hepatitis, tuberculosis, lice and other diseases. Experience in developing and planning preventative maintenance programs. Experience with maintenance database reporting systems preferred. Must pass an extensive background investigation. Must possess a valid Texas Driver’s License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

Physical/Environmental Requirements:

Requires the ability to climb ladders and lift 25lbs., assisted. Ability to withstand prolonged sitting, standing, bending, squatting, twisting, kneeling, stretching, lifting and climbing ladders. Must be able to work in varying conditions, surroundings and weather conditions. May be subject to changes in shift schedules and work locations.
