Position Overview and Responsibilities:

 

SECTION OPERATIONS

Assist the Benefits Administrator with establishing policies and procedures which control the operation of the section, identifying areas of potential improvement, evaluating the section and making recommendations, assigning and monitoring the work in the section.

 

Serve as the primary trainer for the section to include the creation of training modules and performing the quality control step timely until section employees have mastered the topic,  Train, monitor, and direct the section’s professional employees in all aspects of plan membership, reporting, benefit payroll, survivor benefit claims, and calculations to equip them to accurately analyze members’ employment history, understand the laws, rules, policies, and procedures. Provides feedback to the section administrator on the progress of trainees.

 

Serve as a resource person for other staff and may participate in workshops, seminars, and training sessions for agencies

 

Participate in employee selection modules and make recommendations to supervisors about work deficiencies, problem areas, and corrective actions.

 

QUALITY CONTROL 

Provide quality control review of survivor benefits or Health Insurance Subsidy (HIS) eligibility determinations based on analysis of plan membership, beneficiary designations, service credit, and option selection.

 

Provide quality control review of Florida Retirement System (FRS) death benefit calculations and retirement information updated in the division’s Integrated Retirement Information System (IRIS), including account overpayments, joint annuitant changes and nullifications, HIS payments for Investment Plan spouses, Option Two lump sum payouts, refunds, and Deferred Retirement Option Program (DROP) payouts for deceased accounts.  

 

CUSTOMER SERVICE
Assist with the section’s phone duty and counseling as needed.

 

Provide customer service that requires expert knowledge of the Florida Retirement System (FRS) and all existing systems, the Florida Statutes, rules, division policies, and related beneficiary, probate, or estate laws.

 

Counsel customers of the FRS which may include beneficiaries, agencies, attorneys, etc.  Compose complex correspondence, memoranda, etc. to families of deceased members.  

 

ADDITIONAL


Perform other duties as required. 

 

Stand in for the Administrator when absent.

 


Perform duties required of other Retirement Analyst II positions when needed. To include but not limited to:

 

•    Identify programming needs, submit change requests and conduct user acceptance testing and assist with implementing database modifications and SIRS.
•    Develop, write, and update procedures, correspondence and training manuals for the approval of the section administrator and develop and maintain templates and standard comments used in sections correspondence.
•    Analyze new and proposed legislation and serve as lead worker for complex accounts, proof of life audit research, and review of legal documents such as guardianship appointments, trust agreements, benefit disclaimers, Qualified Domestic Relations Orders, and probate documents.  Knowledgeable in the research of statutes and administrative codes and assists Benefits Administrator in drafting of Final Agency Action Letters.

 

Serve as liaison between the section and other areas at the division.
