Job Description

The Director of Budgets reports to the Vice President for Administration and Finance and serves as a key senior member of the financial leadership team. An important visionary leader on campus, the Director has primary responsibility to develop, implement and monitor the annual university budget. The Director also serves as an essential leader in providing information to leadership and campus on budgetary and fiscal matters.  The Director is the main point of contact between the University and the state budget office and serves on multiple committees.

Essential Duties and Responsibilities:

1. Develop and monitor the University annual budget.

  • In coordination with the CFO, prepare and submit all budget documents to the State Board of Regents, the State Division of the Budget, and the Kansas Legislature in a timely manner using IBARS and other approved means. 
  • Establish, approve and implement procedures to control and account for the budgeted and non-budgeted revenues and expenditures of the institution. 
  • Ensure the budget functions in accordance with the statutes, policies and guidelines of the Board of Regents, the Division of Budget and the Legislative Research Department.
  • Monitor budget performance and work with the departments to make funding corrections and adjustments.

2. Advise campus and university leadership in budgetary and fiscal matters.

  • Provide senior level vision, innovation, and managerial leadership related to the budget.
  • Create reports, analyze data and make recommendations to help drive strategic decisions of the University. 
  • Promote fiscal responsibility within the University community by providing technical assistance and analysis in planning, developing, administering, and monitoring the budget process. 
  • Serve and support the University community as a resource for budget and financial information in a service-oriented manner.
  • Analyze proposed and final funding legislation from the state legislature.

3. Act as primary liaison to the State Department of the Budget, Legislative Research and other external constituencies regarding budgetary matters.

  • Respond to budget data requests from the State Division of Budget, Legislative Research, Kansas Board of Regents and other external agencies.

4. Participate in the development and implementation of fiscal policies, systems and procedures.

Oversee the creation of and review appointment notices and contracts for all university personnel.

  • Work in advisory capacity to Payroll and HR offices on personnel budgetary matters.

5. Serve on the President’s Cabinet, Budget advisory committee and Tuition and Fees Advisory Committee and other committees as assigned.

6. Provide managerial oversight to the Budgeting, Printing Services and Motor Pool departments.

7. Other duties as assigned.
 

Minimum Qualifications: This position requires a Bachelor's Degree in Finance, Accounting, Business, Management, or a related field. Must also have three to five years of related professional experience.
