Core Responsibilities:

The Delivery System Reform Coordinator works as part of a team dedicated to bridging the gap between health and health-related social needs and access to the health care system. To help with this mission, the Coordinator will help develop and implement initiatives as part of MaineCare’s comprehensive rate reform efforts and in support of broader OMS priorities. This position supports MaineCare in ensuring cost effective use of health care spending and improving population health outcomes. The Coordinator will advise senior leaders, may supervise 1 to 2 professional staff, and will oversee contracts with vendors for analytic, technical, and other support. Some in-state travel required.

This position will:     
•    Work collaboratively with state partners, health care providers, community organizations, and other partners in support of OMS priorities.
•    Make strategic and operational recommendations regarding Medicaid coverage and reimbursement, and care delivery investments for a range of health service areas.
•    Lead and/or coordinate efforts to bolster DHHS’s ability to make well-informed and data-driven decisions that improve access to high-value, equitable care that meets MaineCare members’ health needs and health-related social needs.
•    Manage vendor contracts and procurement of vendors to support OMS’s work. 
•    Synthesize state and national research related to a wide range of delivery system and payment reform topics.
•    Serve as a contributor on advisory or stakeholder groups as a representative of OMS or DHHS.

Minimum Qualifications:

To qualify, you must have an eight (8) year combination of education and/or experience comprised of healthcare or health plan administration; public policy research, design and implementation; and/or healthcare-related program operations and analytics. Professional degree in public administration, healthcare administration, public health or other comparable field with a focus on health or public policy and demonstrated knowledge of Medicaid policies and programs preferred. 

Preferred experience includes:

•    Experience with and knowledge of the Medicaid program and/or other health and human services programs serving low-income populations
•    Lived experience with Medicaid and/or other health-related social needs common to individuals and families receiving Medicaid coverage

The background of well-qualified candidates will demonstrate the following competencies:

1.    Broad knowledge of health care insurance, health care delivery systems, and health care reform efforts, including alternative payment models.
2.    Experience managing programs related to health care services delivery and/or public health including development and use of workplans and communication strategies.
3.    Ability to oversee, understand, and synthesize analyses of complex information and data to inform public health and health care strategy.
4.    Ability to partner effectively with a broad range of internal and external stakeholders throughout program design and implementation, including MaineCare members and their families, health care providers, community-organizations, and advocacy and provider associations.
5.    Ability to take initiative, problem-solve, and make appropriate decisions independently.
6.    Excellent written and oral professional communication skills.
