Job Type: Full-Time 

Contract Headquarters: New Carrollton, MD 


The Bizzell Group is seeking a Back-Up Program Coordinator to support the U.S. Food and Drug Administration (FDA) Tobacco Inspection Program in North Carolina. This role will assist in overseeing and managing the logistical, operational, and compliance aspects of the program to ensure its efficiency, adherence to federal and state regulations, and successful execution across the state. 


Key Responsibilities 

 

Program Coordination & Oversight  

  • Assist in managing and coordinating FDA-mandated retail tobacco inspections across all 100 counties in North Carolina.  
  • Support the assignment and scheduling of up to 3,000 Undercover Buy (UB) inspections and 1,000 Advertising & Labeling (A&L) inspections annually.  
  • Provide oversight for FDA-Commissioned Inspectors and Underage Purchasers (UPs), ensuring compliance with FDA protocols, policies, and procedures.  

Compliance & Reporting  

  • Ensure all personnel, including FDA-Commissioned Inspectors, are properly trained and certified in compliance with federal requirements. 
  • Monitor and submit monthly, quarterly, and annual reports to the North Carolina Division of Mental Health, Developmental Disabilities, and Substance Use Services (DMH/DD/SUS).  
  • Maintain chain of custody compliance for evidence storage and assist in updating standard operating procedures, as necessary.

Legal & Enforcement Support  

  • Compile inspection documentation and evidence to support legal and enforcement actions. 
  • Coordinate with state and federal program officials to ensure proper submission of reports and testimonies as needed.   

Program Development & Improvement 

  • Assist in developing and implementing program management protocols to enhance operational efficiency and ensure timely completion of inspections. 
  •  Support staff professional development by coordinating annual training sessions on inspection protocols, quality assurance, and regulatory compliance.  
  • Assist in the recruitment and training of Underage Purchasers (UPs) to maintain a qualified team for ongoing operations.

Requirements

  • Bachelor's degree in public administration, Criminal Justice, Business Management, or a related field.  
  • Minimum of 2 years of experience in program coordination, regulatory compliance, or public health enforcement.  
  • Experience managing statewide field teams and working with federal regulatory agencies is preferred. 
  • Must pass a federal background check, as required for FDA-Commissioned Inspectors.  

Technical & Administrative Skills 

  • Strong organizational and communication skills, with the ability to manage multiple operational components effectively. 
  • Knowledge of federal regulatory frameworks, particularly related to tobacco control, compliance programs, and FDA regulations. 
  • Proficiency in data management, reporting systems, and program tracking tools. 
  • Additional Requirements  
  • Ability to travel within North Carolina as needed for program oversight and support.
