Position Summary
Odyssey Systems has an exciting opportunity for a Senior FMS Program Manager providing support to the Air Force Life Cycle Management Center/ISR SOF (AFLCMC/HB). The Air Force Program Execution Office for Intelligence, Surveillance, Reconnaissance and Special Operations (PEO ISR SOF) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the ISR SOF portfolio, which includes over 200 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO ISR SOF is headquartered at Wright Patterson Air Force Base, OH with geographically separated operating units CONUS and OCONUS. This position supports the Advanced E7 Development and the FMS Division, supporting the Royal Saudi Air Force, as part of the International Airborne Battle Management Command and Control (FMS) Division; AFLMC(WIW). The WIW Division located at Tinker AFB (OK), and Hanscom AFB (MA), with dispersed support at Eglin AFB, Seattle WA, San Antonio TX and several OCONUS positions.
This position specifically supports the Foreign Military Sales (FMS) and the E7A Program Office.
This is a full time position located at Hanscom Air Force Base, MA.
Responsibilities
This position specifically supports the E7A and Internation BM and E3/E7 program. The selected candidate will provide acquisition and program management support throughout the program lifecycle, ensuring successful execution of FMS efforts while supporting cost, schedule, performance, and international partner requirements. The successful candidate will serve as a trusted advisor to program leadership, supporting acquisition planning, contract execution, risk management, stakeholder coordination, and program reporting activities.
Duties include, but not limited to:
- Provide acquisition and program management support to Program Managers, Integrated Product Team (IPT) Leads, and senior leadership supporting Foreign Military Sales (FMS) programs.
- Support program execution to ensure cost, schedule, performance, and technical objectives are achieved in accordance with DoD and Air Force acquisition policies.
- Assist in the development, review, and coordination of acquisition documentation, milestone decision briefings, program plans, and contract documentation.
- Support contract execution activities, including acquisition planning, requirements development, risk assessments, and program reviews.
- Develop and maintain acquisition reports, program metrics, briefings, and executive-level communications.
- Analyze program health and provide recommendations regarding acquisition strategies, schedule performance, resource requirements, and risk mitigation approaches.
- Facilitate program risk management activities, including risk identification, assessment, mitigation planning, and risk board coordination.
- Support source selections, Requests for Proposal (RFPs), Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), and contractor proposal evaluations.
- Coordinate with government, contractor, and international stakeholders to support program objectives and mission requirements.
- Support Mission Planning Environment (MPE) activities and ensure alignment between mission planning capabilities and program schedules.
- Assist with lifecycle sustainment planning, logistics integration, and operational support activities.
- Monitor acquisition policy changes and recommend process improvements to enhance program execution and compliance.
- Utilize acquisition and reporting systems to support program tracking, documentation management, and decision-making activities.

Clearance: Must have an Active Secret Clearance
- Knowledge of qualitative and quantitative techniques used to gather, analyze, and assess the effectiveness, efficiency, and productivity of FMS programs.
- Knowledge of acquisition and program management activities supporting cost, schedule, and performance objectives.
- Experience developing acquisition documentation, briefings, reports, and program management plans.
- Ability to communicate effectively both verbally and in writing with government, contractor, and international stakeholders.
- Experience supporting DoD acquisition programs and program office operations.
