POSITION SUMMARY
The Department of Central Management Services (CMS) Division of Personnel Integrity is seeking to hire a Public Service Administrator to serve as a Personnel History Team Supervisor. The ideal candidate will be highly motivated, analytical, detail oriented, professional, and able to multi-task to perform complex, specialized professional duties in the review and processing of personnel transactions under the jurisdiction of the Personnel Code. This position is responsible for organizing, planning, executing, controlling, and evaluating the statewide personnel transactions and records programs for agencies under the jurisdiction of the Personnel Code requiring highly specialized knowledge of the Personnel Code, Personnel Rules, Pay Plan, collective bargaining agreements, Comprehensive Employment Plan, and policies and procedures governing personnel transactions including highly sensitive projects related to the processing of transactions. POSITION ESSENTIAL FUNCTIONS
- Under general direction of the Personnel Actions Manager, manages Transactions staff responsible for oversight and compliance of employment offers and personnel transactions in accordance with the Personnel Code, Personnel Rules, Pay Plan, collective bargaining unit agreements, Comprehensive Employment Plan and all policies and procedures for agencies, boards, and commissions under the jurisdiction of the Personnel Code, governing personnel transactions including highly sensitive and controversial projects related to future bargaining negotiations, preliminary layoffs, layoffs, agency reorganizations, etc.
- Serves as full line supervisor.
- Provides agency personnel managers and their staff with assistance and direction in the proper methods and procedures to process and finalize employment offers and personnel transactions for all agencies, boards, and commissions under the jurisdiction of the personnel code.
- Develops and recommends improved methods and procedures for processing personnel transactions.
- Communicates on an ongoing basis with computer services staff to maintain efficiency in computerized personnel systems.
- Communicates on an ongoing basis with various Division staff and management within CMS, including but not limited to Labor Relations, Technical Services, Compensation, Examining, Upward Mobility, Compliance, Deputy Director, and Leadership team, and Legal as it relates to offer approvals and transactions.
- Conducts and prepares for formal training sessions for agency staff.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in Human Resources ensuring compliance with complex personnel programs involving both bargaining unit and non-bargaining unit personnel transactions
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional experience working within the field of human resources as it relates to personnel transactions, labor relations and collective bargaining unit agreement and policies, procedures, and practices for a public or private organization.
