Agency Description

The City of Philadelphia Law Department acts as general counsel for the entire City government structure. We provide legal advice to all City officials, employees, departments, agencies, boards, and commissions concerning any matters related to the exercise of their official powers.

The Law Department's civil practice includes unique issues involving public interest in business, health, safety, commerce, civil rights, taxation, and community development. We employ more than 220 attorneys and 100 professional staff to support seamless operations, reduce legal liability for the City, and challenge threats to quality of life impacting the taxpayers of Philadelphia.

The Law Department’s Compliance, Investigations, & Privacy Group is comprised of the Right to Know Unit, HIPAA and Privacy Unit, Communications Director, and E-Discovery practice.   The Compliance Unit is a growing unit within the Law Department’s Compliance, Investigations, & Privacy Group.

Job Description

The City of Philadelphia Law Department seeks an experienced, licensed PA attorney to serve as Senior Attorney for ADA Compliance, with significant subject-matter expertise in the intersection between the Americans with Disabilities Act (ADA) and all aspects of Local Government operations and obligations. 

Essential Functions & Knowledge Areas

In addition to the Position Summary, responsibilities include but are not limited to:

• Knowledge of disability access laws and regulations as pertaining to City infrastructure, including all issues related to the pedestrian right-of-way and other transportation-related issues, including:
  • Coordination of access requirements across jurisdictions and stakeholders, such as PennDOT, utilities, private developers, and public transit;
  • Familiarity with disability access laws and regulations pertaining to transit and working with local transportation authorities (SEPTA) as appropriate; and
  • Advising on contracting and oversight of City contractors working on paving and other issues impacting the right of way.
• Knowledge of disability access laws and regulations pertaining to City services and programs, including:
  • Knowledge of accessibility requirements for City events, parks, and Park’s department services;
  • Knowledge of accessibility requirements for City shelters and other City services;
  • Evaluation of program access generally across City services and facilities and assisting with transition planning as needed;
  • Evaluation of requests for reasonable accommodations in City services, including alternative means of communication, zoning issues, and physical and program access; and
  • Knowledge of accessibility requirements for elections and polling places.
• Review of proposed ordinances impacting accessibility issues.
• Review and advise on departmental policies for compliance with the ADA, inclusive of reasonable accommodation policies.
• Review of City contracts for accessibility requirements pertaining to vendors and users of City facilities via permitting and evaluation of enforcement mechanisms.
