Job Description

AECOM is looking for full time FEMA PA Experienced Quality Assurance (QA) Specialists to work on a 3-year contract with the Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program supporting FEMA’s four Consolidated Resource Centers (CRC). This work is 100% remote and is contingent upon contract award, which is anticipated to be in Spring / Summer 2022.

You must be must be  FEMA PA Experienced to qualify for this role.

Project Overview: 

FEMA’s PA Program provides supplemental funding to state and local governments and eligible private nonprofits, Indian tribal governments, and Alaska Native villages for disaster-related debris removal, emergency protective measures, and restoration of damaged infrastructure.  AECOM will support these efforts by providing FEMA a wide range of technical and program management services to support four CRCs processing grant applications and validating/preparing damage descriptions and dimensions, scopes of work, and cost estimates, and conducting compliance reviews across multiple disasters.

Position Description:

The Quality Assurance (QA) Specialist conducts QA reviews on Public Assistance (PA) grant applications for disaster recovery projects in the completed, standard, and specialized lanes within FEMA’s PA delivery model.  

The QA Specialist reviews the Damage Description and Dimension (DDD), Scope of Work (SOW) and Cost Estimate for accuracy and proper documentation, prior to a project being submitted to Program Compliance review. QA Specialists will review nearly all projects for consistency, conformance with the Public Assistance Program and Policy Guide (PAPPG), and adequate documentation to support the project.  The QA Specialist will utilize the QA Checklist and review the project in the Grants Manager (GM) system to ensure the DDD, SOW, and cost are consistent with each other and are adequately supported by documentation.  

The QA Specialist must attend daily stand-up meetings and complete required daily, weekly, and monthly reports. These QA reviews ensure consistency in program delivery and the development of quality projects. This role is integral to ensuring Applicant-provided documentation is complete in support of project development. FEMA’s Grants Manager system is used to assign and track actions throughout PA project development, and to collect all PA project-related information and documents, including the correspondence.

  • Strong observational, decision making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and clearly present key disaster recovery issues and progress to resolution
  • Outstanding smartphone and computer skills – this job is 100% computer-based and work is completed through a web-based application, so strong computer skills are required:
    • Proficient with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, and Google Earth (file conversion and import/export ability required)
