CONSULTANCY: Strategic plan for Mauritius Meteorological Services (MMS) 2026-31  (SSA-2026-TCU-DPPD-9)

About the role

Background

The Mauritius Meteorological Services (MMS)hasinitiatedthe development of itsstrategic plan2026-30, followingthe guidance within theWMOIntegrated Strategic Planning Handbookandtaking into accountnew developments inNSPevolution, as well as the latest WMO strategic direction. Additionally, work is ongoing in Mauritius in relation to a formulation of a National Framework for Climate Services (NFCS)Action Planand the Early Warning for All (EW4All)Roadmap and ActionPlan. Thesethree documents should be aligned and structured consistently to ensure a single, cohesive approach.  

 

Duties and Responsibilities

Theobjectiveof the consultancy is tofinalisethe Strategic Plan (NSP) of the Mauritius Meteorological Services (MMS),in close coordination andunder the supervision of WMO and MMS.   

This consultancy isseekingto undertake the required strategic planning engagement, analysis and drafting activities needed tofinalizethe MMS NSP by15July 2026 ensuring that other actions related to the ongoing country initiatives and GovernmentProgrammeas noted above are suitably reflected and actioned within the MMS NSP accordingly.

 

Tasks include: 

  • Lead, with the Acting Director and designated staff from MMS,andthe next stages of analysis and development of the MMS NSP in keeping with theWMO Integrated Strategic Planning Handbook new developments inNSPevolution, as well as the latest WMO strategic direction. 
  • Draft andfinalizethe MMS NSP. 
  • Support the validationof theMMS NSP.

 

Main Deliverables

  • By endMarch 2026: Inception report with detailedmethodologyand plan for the Engagement and Finalization of the MMS NSP.   
  • EndMay2026: Midterm report and completed draft of the MMS NSP.    
  • By 15July 2026: Completion report with final draft of MMS NSP, including anoperationalplan for implementation and M&E. 

 

Required Skills and Experience

Education

Degree in meteorology, businessadministrationor a field relevant to supportingthe development of Strategic Plans. 

 

Experience

  • Minimum of ten (10) years’ experience in the development of strategic planning activities. 
  • Understanding the implications from island perspectives. 
  • Understanding of the role and responsibilities of MMS. 
  • A good knowledge of the Mauritius government processes and priorities in various climate-sensitive sectors (public and private).
