The Global Trade Manager – Authorizations Management will join the Global Trade Team within our Connected Aviation Solutions business unit and will lead the Authorizations Management function.  This role will be responsible for ensuring Global Trade policies and procedures sufficiently address global authorization requirements as well as ensure the organization has the appropriate tools and training to effectively implement such requirements. As part of the Global Trade team, you will support ensuring regulatory compliance to the U.S. Export Administration Regulations (EAR), U.S. International Traffic in Arms Regulations (ITAR), and other global trade regulations that govern requirements for our U.S. and international businesses. This is an individual contributor position with no direct reports.

What You Will Do:

  • You will lead global trade compliance for Air Traffic Solutions, Data, Applications & Platform Solutions, Connectivity & Enablement Solutions and Airport Solutions value streams
  • You will maintain and enhance Authorizations Management procedures, work instructions, templates, and guidance
  • You will socialize Authorizations Management standard work with internal stakeholders.
  • You will support and pursue opportunities to enhance Collins Aerospace Authorizations Management tools used to review and approve transfers of commodities, software, technology/technical data, and services
  • You will identify and benchmark across RTX/Collins businesses best practices for training, to include developing training material and leading training sessions
  • You will champion monthly, semi-annual, and annual reporting processes which ensure company compliance to various regulatory notification requirements
  • You will support investigations with authorizations-related matters, including assistance with authorization reviews, root cause analysis, and identification and implementation of corrective actions
  • You will develop collaborative authorization plans (CAPS) for programs who have ongoing and continuous exports with foreign parties
  • You will develop license management plans for all OFAC licenses and authorizations as well as draft and submit applications for EAR, ITAR, and OFAC licenses 
  • You will develop export strategies for CAS programs to support gate reviews and program kickoff meetings
  • You will support the talent and acquisition teams with hiring foreign nationals, (employees and contractors) to ensure compliance with ITAR and EAR via the immigration checklists, CRWA and CCR processes
  • You will set up and maintain all CAS authorizations in OCR’s authorization management module
  • You will be responsible for monthly dashboard and monitoring reports
  • You will maintain export records for license exceptions and generates semi-annual reports for exceptions and Wassenaar arrangement per BIS guidelines
  • You will support transactional reviews and workflows for visitor management, international travel requests, non-US persons onboarding, and/or denied party screenings
  • You will work in a remote capacity

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience
  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required
  • 2+ years’ experience in the application and management of ITAR and EAR US export authorizations (including exemptions and exceptions).
  • 3+ years’ experience with U.S. export controls (ITAR/EAR)

Qualifications We Prefer:

  • Familiarity with non-U.S. export controls
  • Experience using SAP, and OCR EASE
  • Ability to engage and influence throughout all levels of the organization
