Position Summary

The Chief Quality Inspector is responsible to the Director of Maintenance for the overall operation of the Quality Control Department and, as such, has the final authority in the releasing to service of airframes, engines, propellers, appliances, and the component parts thereof. In addition, the Chief Quality Inspector is responsible for directing, planning and laying out the details of the inspection standards, methods, and procedures used by the Repair Station in complying with all applicable Federal Aviation Regulations, and manufacturer's specifications and recommendations. This position must meet the requirements for supervisory personnel as described in 14 CFR §145.153(b). In addition, the Chief Quality Inspector must have experience in the methods and procedures for returning aircraft to service after 100-hour, annual, and progressive inspections.

• Responsible for the planning, direction, and coordination of quality control activities; both within the department, and in conjunction with other departments as necessary.
• Assist, supervise, and direct personnel assigned to accomplish inspection functions.
• Maintain and keep current a file of pertinent Federal Aviation Regulations, specifications, Type Certificate Data Sheets, and Airworthiness Directives.
• Determine that all technical data used on all articles overhauled or repaired by the Repair Station are complete and are current with the latest revisions. This data will include manufacturers overhaul manuals, Airworthiness Directives, service bulletins, article specifications, related Federal Aviation Administration approved data and other technical data used by the Repair Station. In addition, assure that all military technical orders used in the overhaul, repair, or test of aircraft, engines, components, or parts have been evaluated and approved in advance by the FAA and are listed on the Repair Station's Operations Specifications.
• Assure that required periodic checks are made on all inspection tools and the calibration of precision test equipment used by the Repair Station is accomplished when scheduled. Further assure that a current record of these inspections and tests are maintained, as required.
• Assure that all precision tools and/or test equipment used by technicians and inspectors are in proper working order (serviceable); and that all precision tools and/or test equipment used by technicians and inspectors are within their approved calibration periods.
• Determine that no unapproved parts are used during the course of maintenance, preventive maintenance, repair or alteration by this facility.
• Submit Service Difficulty Reports after discovery of any serious failure, malfunction, or defect of an article in accordance with 14 CFR §145.221.
• Assure the proper execution of a maintenance release and/or FAA Form 337 when required.
• Review purchase orders, 8130-3's, certificates of conformance and other approved data attached to incoming parts to assure authenticity and traceability to an original equipment manufacturer that is a FAA accepted Production Approval Holder (PAH) or a certificate holder (i.e. 14 CFR §, 121, 125, 135 and 145).
• Maintain a list of contract maintenance functions that will or can be contracted to outside entities.
• Qualify non-certificated contractors as described in the Repair Station Manual.
• Inspect incoming articles that have had a maintenance function accomplished by an outside non-certificated Contract Maintenance Provider.
