I. GENERAL SUMMARY:
The Chief Services Officer (CSO), who serves as a member of St. Vincent de Paul of Baton Rouge’s Executive Team, is responsible for providing strategic leadership and comprehensive oversight of
St. Vincent de Paul's social services programs, including housing services (shelters and Permanent Supportive Housing), Healthcare, and dining services. This position serves as a key organizational
leader who ensures the delivery of high-quality, mission-driven services to individuals and families experiencing homelessness, poverty, and other social challenges. The CSO works collaboratively
with executive staff, community partners, and regulatory agencies to develop, implement, and evaluate programs that promote self-sufficiency, dignity, and positive outcomes for those served
while advancing the organization's mission and values.
The CSO oversees all aspects of program operations, including staff management, budget development and administration, program policy and procedure development and execution, and compliance with federal, state, and local regulations. This position requires a leader who can balance compassionate service delivery with operational efficiency and business acumen while maintaining the organization's commitment to serving all people with dignity.
II. MINIMUM QUALIFICATIONS:
A. Education, Experience & Certifications:
• MSW or DSW highly preferred
• Bachelor's degree from an accredited institution in Social Work, Public Administration, Human Services, Nonprofit Management, or related field preferred
• Minimum of 7-10 years of proven leadership experience in social services, nonprofit management, or public sector administration preferred
• Experience specifically in housing services, healthcare, homelessness programs, or food service operations, preferably within a nonprofit environment
• Minimum of 5 years managing multi-disciplinary teams with responsibility for staff development, performance management, and budget oversight
• Demonstrated experience with federal, state, and foundation grant writing, management, and compliance reporting
• Valid Louisiana driver's license with clean driving record for community travel
• Licensed Social Worker (LSW) or Licensed Clinical Social Worker (LCSW) in Louisiana
• ServSafe certification or willingness to obtain within 90 days for oversight of dining operations
B. Other Qualifications:
• Understanding of and respect for Catholic social teaching principles and St. Vincent de Paul's mission and values
• Familiarity with HUD regulations, HMIS data systems, and food service compliance requirements; EMR familiarity preferred
• Advanced skills in database management, Microsoft Office Suite, Google Suite, case management systems, and data analysis tools
• Exceptional written and verbal communication abilities for diverse audiences including those served, staff, board members, and community partners
• Ability to work effectively with diverse populations including individuals experiencing homelessness, mental and physical health challenges, and substance use disorders
• Experience in de-escalation techniques, emergency response protocols, and trauma-informed care practices
C. Physical Demands:
• Ability to walk, stand, and move throughout facilities for extended periods
• Occasional lifting of up to 25 pounds
• Clear speech necessary for staff supervision, and client interaction
• Manual dexterity required for computer operation, writing and handling of documentation
• Visual acuity sufficient for reading documents, computer work, and observing program conditions
• Ability to travel locally for community meeting, site visits and training events
D. Working Environment:
• Primary work location in office environment with standard office equipment
• Regular exposure to shelter, transitional housing, and dining facility environments that may include crowded conditions and various odors and temperatures
• Attendance at community meetings, conferences and events in various venues throughout the Baton Rouge area
• Direct contact with individuals experiencing homelessness, mental health challenges, and other social issues requiring professional boundaries and safety awareness
• Availability for emergency situations and crisis response outside of regular business hours
