We are partnering with North Carolina DHHS to operationalize a statewide Medicaid Plan designed to support Medicaid-enrolled infants, children, youth, young adults, and families served by the child welfare system so that they receive seamless, integrated, and coordinated health care. Within the Children and Families Specialty Plan (CFSP), and regardless of where a member lives, they will have access to the same basic benefits and services, including Physical health, Behavioral health, Pharmacy, Intellectual/Developmental Disabilities (I/DD) services, long term services and supports, Unmet health-related resource needs, and Integrated care management. $3,500 SIGN ON BONUS
Location: North Carolina-This role will support a regionalized provider engagement model covering each of the seven (7) Department of Social Services (DSS) administrative regions across North Carolina.
North Carolina residency is required.
Travel: Travel across and within each of the DSS Regions is required.
Field: This field-based role enables associates to primarily operate in the field, traveling to provider sites, DSS, or designated locations as their role requires, with occasional office attendance for meetings or training. This approach ensures flexibility, responsiveness to client needs, and direct, hands-on engagement.

The Program Manager- CFSP Network is responsible for spearheading initiatives with specialty providers serving the child welfare population. This position coordinates and drives internal/external initiatives to support CFSP Network teams, the Department of Social Services (DSS), and service providers across the state to align with CFSP and NCDSS shared priorities. Responsibilities include, but are not limited to, coordinating with providers and internal teams to ensure timely provider contracting, education on specialty topics, developing value-based payment strategies, and aligning providers with quality and population outcomes.
How you will make an impact
Primary duties may include but are not limited to:
- Manages and coordinates the development, approval, implementation and compliance of on-going external client facing programs; develops program budget; ensures program meets its stated objectives; provides subject matter expertise in response to day to day external client facing business issues.
- Researches applicable subject matter practices and remains aware of industry trends.
- Manages external client-facing relationships and partners with corporate and regional business areas.
- Coordinates training and education related to provider-facing programs; develops program success measures and performs periodic assessments of program success.
- Collaborate with internal teams to accomplish strategic goals.
- Coordinate and assist with implementing incentives and value-based arrangements.
- Inform, develop, and execute strategy to address provider access and gaps in treatment.
- Coordinate and lead Provider Support Plan including implementation of specialty training, identifying outcomes, consultation on complex needs and treatment models, and identifying opportunities to increase quality and service capacity.
Minimum Requirements:
Requires a BA/BS and minimum of 5 years external client facing experience in program/project management; or any combination of education and experience, which would provide an equivalent background.
Preferred Skills, Capabilities and Experiences:
- Any combination of experience providing or implementing mental health, physical health, substance use, behavioral health, pharmacy, intellectual/ developmental disability (I/DD) services, and long-term services and supports are preferred.
- Master’s degree in counseling, social work, or health/human services preferred.
- Clinical licensure preferred. (i.e. LCSW, LCMHC, LCAS, etc) .
- Experience building relationships with Department of Social Services (DSS), service providers, and other stakeholders preferred.
