CDBG-DR Buyout and Acquisition Specialist - Remote

ICF Disaster Management division seeks an experienced professional to serve as a CDBG-DR/MIT Buyout and Acquisition Specialist.  100% Remote in the United States.  

As a Buyout/Acquisition Specialist, you should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs as well as other applicable Federal disaster recovery programs. You will be responsible for providing subject matter expertise in buyout/acquisition areas to assist with the successful implementation of disaster recovery projects and HUD-funded programs across the U.S. and its territories. Responsibilities may also include serving as a SME on policy, regulatory and operations issues, developing written materials, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. 

•    Key Responsibilities: 
o    Provide subject matter and operations expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures.
o    Work as part of a team providing expert services to support disaster recovery efforts with a focus on infrastructure and financial management.
o    Provide guidance and expertise on Federal regulations (CDBG-DR, CDBG-MIT, cross cutting Federal requirements, Duplication of Benefits, etc.) and translating them into the implementation of the programs. 
o    Help refine program procedures and processes for implementation.
o    Be available to interpret and apply the regulations within the context of these systems.
o    Provide training and technical assistance in infrastructure and buyouts/acquisitions. 
o    Help implement CDBG-DR/MIT funded programs.
o    Provide advisory and consulting services to clients through training sessions and one-on-one conversations during on-site visits.
o    Develop written products and tools for grantee policies and procedures, program implementation, and design.

Must Have Qualifications: 
o    Bachelor’s degree in Planning, Public Policy, Government, or a related discipline.
o    3+ years of in-depth and hands-on knowledge of the CDBG, CDBG-DR and/or CDBG-MIT programs, regulations, and implementation.
o    3+ years direct experience in providing training and technical assistance in the field of affordable housing, economic development, and/or community development.
o    2+ years of experience in federally funded projects or programs related to buyout and/or relocation.

Preferred Skills/Experience: (May enhance candidate consideration)
o    Master's degree in Planning, Public Policy, Government, or a related discipline.
o    Experience working in a consulting firm, development organization, or public agency preferred.
o    Experience delivering training and technical assistance to state and local government agencies.
o    Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client ready” deliverables.
o    Business development, sales, fundraising, and/or proposal experience.
