The Office of Information Technology Services (OITS) is seeking a detail-oriented and collaborative Information Technology Business Consultant to support the Department of Children and Families’ mission-critical technology initiatives. This position performs highly responsible technical writing, consultative, and administrative work that directly impacts the funding and delivery of essential services to Florida’s families. This position combines project management, communications, policy analysis, business analysis, technical writing, and administrative skills to ensure funding-related documents are accurate and compliant.

This is a full-time, on-site position at the DCF Headquarters in Tallahassee, FL.  Remote work is not available. 

 

Examples of Work:

  1. Research, analyze, write Advanced Planning Documents (APDs) and supporting artifacts for ACCESS Florida System projects and operations following federal regulations, guidelines, and templates.
  2. Research, analyze, and write Operational Work Plans (OWPs) for ACCESS Florida System projects following state regulations and guidelines.
  3. Maintain official files of record for assigned Advance Planning Documents and Operational Work Plans and supporting material.
  4. Facilitate and coordinate meetings to gather, analyze, and finalize information for required federal and state documentation.
  5. Prepare status reports, presentation materials, summaries, and other documentation as needed.
  6. Develop and maintain strong relationships with internal teams, vendors, and external stakeholders.
  7. Read and analyze state/federal regulations, policy updates, rules, and legislation related to ACCESS Florida System supported programs and operations.  Develop detailed written analysis and summaries of findings.
  8. Read and analyze project information, procurements, and contracts pertaining to assigned technology projects and operations.
  9. Provide support for requests between federal partners and other state agencies, ensuring timely responses.
  10. Provide support for system-related procurements and agreements represented in APDs.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of the Software Development Lifecycle and methodologies for strategic analysis, design, and implementation of information systems.
  • Excellent communication, writing, and presentation skills.
  • Strong analytical and problem-solving skills, with attention to detail.
  • Ability to evaluate data, apply problem-solving techniques, and interpret applicable rules, regulations, policies, and procedures.
  • Strong organizational skills, with the ability to effectively plan, prioritize, and execute activities.
  • Proficiency with Microsoft Office products (Word, Excel, PowerPoint, Outlook, Teams).
  • Proficiency with Azure DevOps or similar project tracking products.

 

Minimum Qualifications

  • Bachelor’s degree in business administration, information technology, public administration, management information systems or a related field from an accredited college or university.
  • Minimum four years of professional experience within IT or Health and Human Services areas.

 

Preferences:

  • Experience as a business analyst or policy analyst.
  • Prior experience developing project management plans, operational work plans, or Advance Planning Documents (APDs).
  • Experience supporting state or federal government IT projects, especially those related to Medicaid or SNAP systems.
