Responsibilities
Position Overview:We are seeking a Senior Program Financial Analyst to join our dynamic team. This role provides financial oversight, strategic planning, and compliance management for key federal programs. The ideal candidate has deep expertise in government contracting, financial analysis, and program budgeting, with a strong ability to influence decision-making through data-driven insights.
Project Overview:
The Senior Program Financial Analyst (PFA) performs complex financial/administrative reporting and analysis for program financials on one or more medium to complex programs. You will be a key member of the Program Finance team, working with Program Leadership, Contracts, Accounting and Program Finance to maintain contract budgets, review contract-billing, and estimate program costs. Requirements may include program cost control and management using cost baselines, revenue and profit recognition and forecasting, customer reporting and invoicing support, direct and indirect rate analysis, annual and multiyear planning, monthly forecasting, program compliance with FAR and GAAP regulations, and program initial set up to include project codes with work breakdown structure and billing set up. More specifically:
Key Responsibilities:
Lead financial planning, budgeting, forecasting, and variance analysis for multiple federal programs.
Monitor and track program expenditures, ensuring compliance with FAR, DFARS, and REI Systems’ financial policies.
Work collaboratively with and provide financial support to the program manager in the preparation and analysis of project financial and scheduling data
Work collaboratively with other functional support personnel (contracts, subcontracts, HR, etc.) to support the program manager with other complex contract, project, or business-related tasks
Reviews contract awards and modifications to assure that accounting, billing, finance, and funding are aligned properly in the relevant systems
Prepares project cost/schedule baselines, preparation of monthly management financial reports, assists with preparation of monthly program review and participates in monthly PMR meetings
Supports the development of annual operating plans and forecasts and supports monthly quarterly and annual updates
Identify and quantify any potential Risks and Opportunities not in the forecast
Support the monthly business rhythms of both the program and finance organization
Manages, mentors, and reviews the work of team members in order to accomplish operational plans and results
Perform financial analysis in support of ongoing program management
Supports all customer and vendor requests for data in support of contract requirements and provides statistical reports with regards to client funding utilization.
Supports decision making of the program team with analysis and recommendations regarding implementation of financial plans and operating forecasts to ensure effective
Develop accurate and timely monthly performance reports for the programs and projects.
Ensure propriety of employee and subcontractor labor charging.
Ensure that clients are billed on time and all charges are accurate and supported.
Responsible for all program monthly accounts payable status and ensure timely and accurate posting of all month end accruals.
Track funding and ceiling amounts for respective tasks/CLINS/ACRNs. Supply contracts with 75% funding notification dates
