This role is housed in the Division of Policy and Analytics, which provides policy, planning, operational, and analytics advisory services to help HDC and the City of New York advance the life outcomes of city residents through affordable housing. The division’s work is interdisciplinary, and our projects often consider intersecting issues of affordable housing, finance and the markets, economic and social policy, social equity, governance, management, and technology. In this highly collaborative role, projects often have interdepartmental and interagency impact. The Division of Policy and Analytics is part of the President’s Office. The Senior Policy Analyst will be a key contributor to the team’s work to expand critical resources for affordable housing and to improve life outcomes for residents of affordable housing. The Senior Policy Analyst will also be the primary data analysis provider for the team’s policy and planning work. This position will report to the Vice President of Policy and Analytics. - Rigorously assess, collect, and synthesize evidence from internal and external sources to help colleagues understand the housing landscape, project the impact of policy and legislative changes, inform solutions to emerging challenges, and manage the implementation of new solutions. –
- Execute data profiling, cleaning, analysis, and visualization.
- Deliver analysis results in the form of memorandums, presentations, and other deliverables.
- Assist with management and coordination of interdepartmental and interagency initiatives arising from the team’s work, including positive rent payment reporting to credit bureaus, eviction prevention, and building decarbonization.
- Assist with soliciting feedback and alignment from internal and external stakeholders.
- Work collaboratively with technology and analytics staff across HDC and external partners to obtain data and enhance reporting capabilities.
- Develop and maintain subject matter expertise in HDC operations and policy/economic issues relevant to housing, real estate finance, development.
- Undertake special projects/initiatives as requested.
- Occasionally represent the division in internal and external meetings as directed.
- Bachelor’s degree with substantial coursework in public policy/administration, urban planning, political science, statistics, economics, sociology, finance, business, and/or related fields; 2+ years of experience in policy analysis, policy research, or urban planning; or a satisfactory combination of education and/or experience equivalent to the above.
- Proficiency in at least one code-based analytics framework, such as R (Tidyverse) or Python (Pandas).
- Advanced proficiency with Microsoft Excel; proficiency with other Microsoft 365 tools.
- Strong critical thinking, diagnostic, and problem-solving skills.
- Strong proficiency with the use, interpretation, and communication of numbers and data in solving real-world problems.
- Ability to build relationships with internal and external stakeholders.
- Strong communication (written, verbal, and visual) and interpersonal skills.
- Strong organizational and project management skills with excellent attention to detail.
- Demonstrated ability to handle confidential and sensitive information with integrity.
