Air Quality Compliance Manager (Environmental Program Manager 1)

Location: 509 South East Ave., Clearwater, FL 33756

Schedule: Monday – Friday; 8:00 a.m. – 5:00 p.m. (Some flexibility is available for the working hours of this position outside of the normal 8 – 5)

 

If you are passionate about protecting air resources, enjoy a variety of work projects, and bring expertise in air quality compliance, enforcement and data management, this may be the perfect opportunity for you to join a stellar group of Environmental Professionals as an Environmental Program Manager 1 with Pinellas County’s Division of Environmental Management (DEM).

 

This is advanced professional level work supervising two to three professionals within the Air Quality Compliance Section of DEM, part of the Department of Public Works. Duties will include overseeing section, conducting and directing staff in inspection of stationary source facilities, both permitted and unpermitted. The Air Quality compliance section operates under the authority of the Environmental Protection Agency (EPA) and the State of Florida to ensure adherence to regulations established under the EPA’s Clean Air Act (CAA).

The position requires strong technical judgment, independence, and the ability to make complex compliance decisions while collaborating with regulatory partners. You will also assist with program operations such as data analysis, reporting, budgeting support, and quality assurance to maintain the County’s EPA-approved air program. This is a high-impact role for an environmental professional dedicated to protecting our air resources.

 

What Would You Do?

  • Oversees activities, resources and operations in the air quality compliance section;
  • Trains, assigns, schedules and reviews the work of subordinate staff;
  • Evaluates subordinate employees’ performance and counsels the employee as required;
  • Investigates, conducts inspections., prepares follow-up reports on enforcement actions and notices on inspections, and performs re-inspections to ensure regulatory compliance;
  • Reviews and analyzes new and renewal permit applications, prepares written comments on regulatory compliance and submits to proper agencies;
  • Reviews and interprets compliance test results and reports and administers the enforcement of established environmental regulations;
  • Acts in a liaison capacity with other county departments and state and federal agencies and may appear as an expert witness in court cases;
  • Conducts and coordinates specialized environmental studies, prepares reports and submits to appropriate agencies;
  • Ensures quality control and integrity of data gathered or generated complies with applicable regulations and policies; 
  • Assists in the development of program budgets, standard operating procedures and tracks inventory and property control;
  • Assists in the preparation and evaluation of legislative reviews and policy analyses;
  • Performs other related job duties as assigned. 
     

 

What Do You Need To Have?

  • Bachelor’s degree with major course work in physical, natural or biological science, environmental engineering, or related field, and five (5) years of progressively more responsible professional level experience that includes supervision or supervisor training; or an equivalent combination of education, training and/or experience. 
  • Possession and maintenance of a valid Florida Driver's License. 
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Remote Work Policy: This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position.
