Job Summary
This position manages and creates department specific practices/procedures that will improve and streamline processes while keeping safety at the forefront. This position supports both engineering and field personnel by ensuring policies and best practices are readily made available along with any additional technical support as required. This position requires the review of department safe work practices and procedures on a yearly basis to ensure compliance with Amtrak and regulatory standards.
Essential Functions
- Creating and reviewing department safe work practices and procedures.
- Providing day-to-day clarifications of standards and safe work practices/procedures to department engineering and field personnel.
- Providing technical assistance to department engineers as needed regarding policy and safe work practices.
- Ensuring both engineering and field personnel have access to department communications and standards.
Minimum Qualifications
- Bachelor’s degree requires or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
- 7 years of relevant experience required
- Experience writing, revising, and maintaining Standard Operating Instructions (SOIs), Engineering Practices (EPs), technical manuals, and safety procedures.
- Experience utilizing document management platforms such as Comply365 or similar systems.
- Knowledge of railroad, utility, electrical distribution, traction power, or transportation infrastructure systems.
Preferred Qualifications
- 9+ years of relevant experience preferred
- Experience researching and evaluating equipment, tools, materials, and manufacturer specifications.
- Experience conducting safety audits, compliance reviews, and operational assessments.
- Familiarity with root cause analysis methodologies and incident investigation techniques.
- Knowledge of federal regulations, industry standards, and best practices related to electrical systems and worker safety.

Work Environment
- Officed and field-based position
- Some regional travel may be required
- 70% office environment and 30% railroad environment.
The salary/hourly range is $124,600.00 – $161,352.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
