Position Summary:
The program management office is chartered to provide all digital infrastructure to successfully execute the assigned organization’s mission. The program management office maintains multiple legacy compute, store and transport capabilities. However, it is currently executing an extensive digital infrastructure modernization program which leverages the latest commercial technologies from a leading cloud computing provider to completely overhaul the way the organization computes, stores and transports its data.
You will be directly responsible to the program management office’s leader for providing subject matter expertise on all acquisition matters to include risk management, contracting approach, funding strategy and prototyping success and/or product acceptance criteria for commercial products delivered under a Scale Agile Framework program structure. You will serve as a primary interface to the office’s stakeholders by supporting requirements generation and management activities as required to fulfill their customer’s mission. You will be responsible for interfacing with other Department of the Air Force digital infrastructure modernization efforts, and other programs as needed.
Key Skills and Responsibilities:
- Advise the program manager and his staff on all aspects of the acquisition life-cycle to include acquisition, contracting and funding strategies for time critical products.
- Oversight and management of an assigned Program comprised of several projects including systems analysis, technical and program assessments which support special programs up to the TS/SCI and SAP level.
- Provide leadership managing and reporting the cost, schedule and performance of assigned contracts/task orders
- Ensuring that our LinQuest Team is supported with mentorship and quality performance reviews. Maintaining close relationship with TMBP to resolve issues and address staffing concerns
- Confers with program staff to provide technical advice and to assist with problem resolution, as required
- Ensures overall program is properly coordinated and efficiently accomplished with the best available resources
- Seek opportunities to introduce new acquisition methods and/or tools to speed delivery of vital warfighting products to combatant commanders.
- Impactfully collaborate, contribute, and comprehensively support the execution of tasks and milestones associated with the delivery of digital infrastructure for the entire organization.
- Draft and coordinate acquisition planning documents, including acquisition strategies, statements of objectives/work, requests for proposal, source selection plans, and other acquisition-related documents.
- Team with other highly capable government and SETA contractors to:
- Oversee ongoing acquisition contracts and other transaction agreements.
- Evaluate prime contractor proposals.
- Develop funding strategies and support the planning, programming, budgeting and execution process.
- Interface with a myriad of stakeholders, representing diverse multi-domain mission sets, to generate digital infrastructure requirements and then mange them through discovery, delivery and verification.
Required Skills and Experience:
- 15+ years of Program Management and/or Systems Engineering experience in support of defense acquisition system development, production and/or sustainment
- Minimum of 10 years with Management of complex DoD programs that support engineering, Air, Space, and Cyber Missions, or similar technical fields
- Project Management experience required.
- Minimum of 10 years of relevant DoD work experience with no less than four (4) years in a SAP and/or SCI environment within the last five years.
- Experience with DoD program management practices, reporting, quality guidelines, and financial management
- Bachelor’s Degree in Science, Technology, Engineering, or Business/Management
- Program management leadership of a DoD acquisition program (i.e. cost, schedule and performance and/or production acceptance responsibilities)
- Experience serving within a defense acquisition program management office
- Strong interpersonal and team-building skills, as well as clear and concise written, verbal communications and presentation skills
- Independent problem solving with a variety of planning activities, including knowledge and experience in requirements development and verification
- Proficient in Microsoft Office products (Word, Excel, PowerPoint)
- Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Advanced (i.e. Level III) certification
- Experience within a TS/SCI and/or special access acquisition program
- Active TS/SC
