About the role

We are seeking a Johns Hopkins Bloomberg School of Public Health Senior Program Manager for Dr. Melinda B. Buntin, the founding director of the new Center for Health Systems and Policy Modeling which is affiliated with the Hopkins Business of Health Initiative at Johns Hopkins University. The Center will address emerging issues in health policy with rigorous empirical work—predictive models and causal inference methods from econometric study designs—with the goal of providing insights to policymakers, business, and the health care sector on how to improve health care delivery and outcomes.


The successful candidate will be responsible for the overall coordination and management of multiple projects and will be expected to operate independently, with guidance from the Director. They will be responsible for budget management, project implementation, logistics planning, recruitment and supervision of research staff and trainees, and data management. This role, which reports directly to Dr. Buntin, requires a robust expertise in organizational, operational and management skills, including strategic planning, writing, project design, and implementation. The manager should have the ability to “zoom in” to matters of navigating internal operations and “zoom out” to matters of broader programmatic leadership and problem-solving.


Specific Duties & Responsibilities


Management Tasks

  • Manage research and program efforts of the Center for Health Systems and Policy Modeling.
  • Track and manage multiple projects and project-related issues simultaneously. Develop project plans, timelines, presentations, and coordination/organization for various program activities.
  • Develop protocols and associated procedures to achieve specific research aims and project goals.
  • Develop tools, as needed, for study implementation including protocols, study reference materials, and timeline checklists.
  • Complete and maintain professional documentation for projects and deliverables, develop SOPs as needed, and assist in the simultaneous monitoring of different projects.
  • Oversee the coordination of all activities of research projects. Provide direct assistance with study/project coordination when needed to cover for absent staff.
  • Manage and supervise research staff members (recruitment, performance appraisal, feedback, performance management) and trainees, providing timely feedback and opportunities for growth.
  • Directly manage recruitment process (job description, requisition, screening applicants, liaising with HR) of new team staff.
  • Identify recruitment problems, identify solutions, and help to assure that remedies are quickly implemented to keep the recruitment goal on track for research project completion.
  • Ensure adherence to research protocols and oversee record management for research projects.
  • Develop new budgets, monitor study financial expenditures, and create financial reports.
  • Assist with grant development and award preparation and submissions, as needed.
  • Assist with IRB applications, manuscript preparation, and analyzing data, as needed.
  • Lead planning and execution of Center activities including Center seminar and conferences.
  • Participate in study meetings and provide updates on protocol implementation status and make recommendations on operational issues.
  • Develop and maintain a searchable archive for the resources developed by the Center (e.g. reports, publications, presentations, training materials, data collection instruments)
  • Identify opportunities for dissemination of the Center’s research, including (but not limited to) identifying calls for manuscripts for special issues of relevant journals, tracking submission deadlines, and national meetings/conferences.


Internal Coordination

  • Build and manage internal relationships with the Hopkins Business of Health Initiative, the Bloomberg School of Public Health, and the Carey Business School.
  • Liaise on behalf of the Center with other departments or schools of Johns Hopkins as well as other divisions (e.g. HR). Represent the Center’s interests as appropriate.
  • Work with the Center’s leadership to match individual researchers (depending on skill sets, interests, availability, etc.) with program and research opportunities.


External Partner/Donor Coordination

  • Identify potential grants/research opportunities for the Center that advances the division’s strategic interests and strengthens/expands its research portfolio.
  • Coordinate with funders and assist in responding to funder queries.
  • Coordinate interactions with other outside stakeholders.
