At PCL, your personal and professional growth is our passion. We are seeking a highly organized and resourceful Construction Administator & Billeting Specialist to join our team. This role is on a rotational schedule (two weeks on, two weeks off) on the North Slope of Alaska. The ideal candidate is a masterful communicator who excels at connecting departments, fostering collaboration, and identifying synergies between teams. They will play a key role in developing systems to enhance organizational efficiency, supporting employees with questions, and ensuring a seamless onboarding experience for new hires. This candidate must demonstrate the initiative to manage their time efficiently, ensuring deadlines are met while maintaining high-quality standards.

 

Here's how a Construction Administrator & Billeting Specialist contributes to our team:

Responsibilities

Communication & Relationship Building:

  • Serve as the primary point of contact for employee concerns, such as addressing questions about pay, flight/camp logistics, schedules, etc.

  • Be resourceful in finding answers for employee questions and project concerns, then diligent in following through on solutions.

  • Connect teams and departments to foster collaboration and identify opportunities for synergy and process improvement.

  • Provide timely follow-ups to employees to ensure their concerns are resolved and feedback is shared with relevant stakeholders.
     

Project Support:

  • Manage the billeting process for project, including coordinating with partners and subcontractors.

  • Develop, implement, and maintain systems to improve HR processes and administrative workflows, ensuring consistent communication and organization across all teams.

  • Partner with the recruiting department to virtually onboard and communicate with new employees; including assuring completion of onboarding paperwork such as project handbooks, direct deposit forms, and I-9 (E-verify) documentation for new hires.

  • Maintain and organize employee records in company databases, confirm and follow up on logistics schedules, and retain/communicate other essential documentation.

  • Assist accounting and payroll functions with records and other administrative tasks as necessary.

  • Partnering with HSE to coordinate and deliver new-hire orientation to new craft upon their arrival to the North Slope.

  • Provide regular updates and communication to district office staff regarding project activities.

  • Act as an on-site resource for employees, fostering collaboration and supporting teams in aligning their efforts to meet organizational goals.

  • Various administrative administrative/office manager type responsibilities such as ordering supplies, managing mail distribution and shipping/receiving packages, coordinating meetings and events, answering phone calls, preparing and editing presentations or materials for project and district management.

  •  Point of contact for all camp/housing needs.

Qualifications

  • Exceptional Communication Skills: Proven ability to communicate effectively (verbal and written, remote and face-to-face) with diverse groups, including craft labor, management, and external clients, while fostering strong working relationships.

  • Organizational Expertise: Strong track record of managing multiple projects and maintaining an organized system.

  • Bridge Builder: Demonstrated ability to connect departments, facilitate alignment, and create a collaborative work environment.

  • Resourcefulness: Ability to independently research and solve problems while keeping employees informed.

  • Ability to Self-Manage and Prioritize: possess strong self-management skills, with the ability to work independently and stay organized in a dynamic environment.  

  • Previous experience in HR, administration, or related roles is highly preferred.

  • Ability to adapt to changing situations. 

  • Ability to act with discretion when handling confidential information. 

  • Ability to effectively handle difficult situations and remain calm under pressure. 

  • Ability to develop and maintain effective stakeholder relationships.
