The Regional Payroll Manager serves as a senior operational leader responsible for overseeing payroll service delivery across a portfolio of PEO/ASO clients. This role ensures consistency, accuracy, and a high-quality client experience through effective team leadership, process discipline, and proactive issue resolution.
This position leads a team of Payroll Specialists ranging from entry-level to senior contributors, with a strong emphasis on employee development, engagement, and training. The Regional Payroll Manager is accountable for building a high-performing team that delivers predictable, compliant, and client-focused payroll outcomes.
Unlike a traditional payroll manager role, this position is not responsible for primary payroll processing or payroll tax execution. Instead, it functions as a strategic leader, escalation point, and operational driver, stepping into payroll processing only when necessary to stabilize client relationships, support onboarding, or model best practices.

This is an onsite position based in our regional office in Phoenix, AZ.
Key Responsibilities
Team Leadership, Engagement & Development
- Lead, coach, and develop a team of Payroll Specialists across varying experience levels
- Foster a culture of accountability, responsiveness, and continuous improvement
- Drive employee engagement through regular 1:1s, performance feedback, and career pathing
- Identify skill gaps and implement targeted training programs to elevate team capability
- Promote consistency in execution, communication, and client service standards
- Reinforce quality expectations by coaching to accuracy, attention to detail, and adherence to established payroll controls
Payroll Operations Oversight (Non-Processing Leadership)
- Provide oversight of payroll workflows, ensuring accuracy, timeliness, and adherence to SOPs
- Support complex payroll scenarios including multi-state, prevailing wage, and high-touch client environments
- Maintain strong working knowledge of payroll systems (e.g., ADP) and configuration best practices
- Ensure payroll data integrity and proper documentation across systems
- Partner with internal tax/compliance teams (who own filings and remittance) to ensure alignment and issue resolution
- Establish and maintain internal controls to reduce risk, improve accuracy, and ensure consistent payroll outcomes
Process Improvement & Operational Excellence
- Identify inefficiencies and implement process improvements to enhance scalability and accuracy
- Standardize workflows and reinforce adherence to established procedures
- Design, implement, and continuously refine a quality assurance (QA) framework, including audit protocols, error tracking, and feedback loops
- Leverage QA insights and reporting to identify trends, reduce defects, and improve team performance
- Utilize metrics and dashboards to monitor accuracy, timeliness, and overall service quality
- Participate in system enhancements, automation initiatives, and operational projects
