Job Summary:

Supervises and coordinates the operations and maintenance of refuse collection and disposal activities or of multiple refuse transfer stations; and performs other related duties as required. 

Examples of Duties:

  • Plans and coordinates the operation and maintenance of refuse collection and disposal activities or activities at multiple transfer stations;

  • Reviews and executes operational plans and procedures for proper acceptance and transfer of solid waste;

  • Supervises heavy equipment operation activities and advises operators as to techniques and equipment capabilities and limitations;

  • Assists in formulating and training personnel on operational procedures regarding the control of fires, handling of hazardous materials and disposal of special wastes such as asbestos, refrigerants, medical wastes, tires, etc., and conducts informational briefings as needed;

  • Instructs and trains subordinates in the proper methods of refuse collection, vehicle operation and maintenance, customer relations, etc.;

  • Assists in program data collection and submittal, and analyses of facility user statistics;

  • Determines personnel work assignments and coordinates the use of personnel and/or equipment;

  • Documents and investigates incidents including equipment malfunctions, damages, accidents, policy or employee contract violations, repair needs, and unusual workplace problems;

  • Receives, investigates, and resolves complaints;

  • Explains policies and pertinent provisions of the refuse and tipping fees ordinances to the public;

  • Enforces safety rules and solid waste regulations;

  • Administers the Unit 01, Uku-Pau and Automated Refuse Collection Agreements, and other collective bargaining agreements as applicable;

  • Takes security precautions to safeguard facilities;

  • Makes recommendations for improving refuse collection and disposal methods and services and assists in formulating, implementing, and monitoring work procedures and practices;

  • Supervises the use and routine maintenance of equipment at sites;

  • Maintains attendance records, approves, or disapproves leave requests, reviews timesheets, and assures accuracy and compliance to pertinent contracts, agreements, work rules, etc.;

  • Reviews and executes plans for special waste programs for temporary storage and transfer of accepted special waste and illegally dumped prohibited waste;

  • May operate motorized equipment to demonstrate work methods and procedures; and

  • Performs other related duties as required.

Minimum Qualifications:

Training and Experience: 

A combination of education and experience substantially equivalent to graduation from high school; and

  • four and one half (4 ½) years of work experience in manual and semi-skilled work involved in refuse transfer station or refuse collection activities which demonstrated knowledge of the operation of a truck tractor with trailer attachment, rear loading or automated refuse collection equipment, or other related motorized equipment, and

  • one (1) year of supervisory experience.

Qualifying Supervisory Work Experience:

Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates
