POSITION SUMMARY
The Senior Program Manager provides centralized program management experience to designated projects and assignments for a particular client account, property portfolio, or large facility/complex through interaction with the client, property or facility management team, and project management staff.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Lead and schedule meetings, prepare agendas, develop and maintain master program budgets and timelines as required for each program, project and project phase to ensure overall project objectives and client needs are met\
Reporting status of individual and groups of projects and programs with appropriate cadence, format and level of detail for varying internal and external stakeholders.
Utilizes a formal Project Management Office (PMO) Processes focused on defining and maintaining standards for project management within the program by standardizing and introducing economies of repetition in the execution of projects
Leads the development of project scopes of work, charters and initial project plans including: resource planning, initial schedule development, communication planning, team composition, governance and process gates.
Primary point of contact for client and internal stakeholders for the complete program and is responsible to accurately and succinctly communicate progress, status, risks, and forecasts for programs and projects under their leadership. The Program Manager serves as the primary escalation point for staffing, resources, communication, process and service levels across projects.
Assist in the selection and contracting process and oversight of consultants and construction teams as necessary for each project. If appropriate/applicable, integrate the impact of other Project Management and C&W components, including brokerage (work letter development), building operations, M.E.P., etc. as they relate to each project and project phase
Leads and directs the activity of multiple Project Managers towards the delivery of project and program goals utilizing the processes established in the PMO. The Program Manager is responsible to identify gaps in process compliance and provide quality assurance on the delivery of project management services on projects within their programs.
Review requisitions, change orders and other invoices associated with the program advise and counsel the Account/Portfolio Manager and building/facility management team
Directly participate in the marketing and presentation of services to clients
May supervise and manage the performance, development, work quality, reporting, and activities of Project Managers, Space Planners, and CAD Operators
•Cooperate with other stakeholders to achieve corporate goals and objectives as to quality, service, cost and profit
Report to the Account/Portfolio Manager and senior building/facility manager regarding major problems and findings and results achieved along with specific, complete, and comprehensive recommendations
Provide the appropriate documentation and obtain the approvals necessary in advance of making organizational changes, actions planned, implying commitments, and expenditures in excess of approved budget
When needed, the program manager is responsible to develop project recovery plans in collaboration with client and supporting project managers when projects within their programs incur change or risks that destabilize delivery or realization of program goals.
May be required to establish goals and objectives with timetables for the organizational unit and sub-units supervised
May be required to select and hire subordinates; delegate to each necessary authority and responsibility for performance of assigned functions
May be required to train, develop, motivate and discipline subordinates as necessary to meet established goals; review and appraise their work performance
